This delay has the potential to cause debates among opposing views and parents who want to measure the effectiveness of educational policies.

The said regulation annex also details how the pilot plan will be gradually implemented. Accordingly, in the 2025-2026 educational academic year, the program will become operational in requesting compulsory secondary schools and will continue to be implemented for these students until the 2027-2028 period. At the same time, primary schools that did not participate in the previous call may also be included in this scope and participate in the program, and their process will similarly last for three educational years. Authorities announced that after the completion of this three-year trial period, the results will be evaluated comprehensively and the plan will be renewed or modified if necessary. This comprehensive waiting period indicates a systematic approach aimed at measuring the long-term impacts of language policies in education.

This controversial education plan actually emerged as a direct result of a political agreement made by the regional administration with the Vox party in order to approve its 2024 budget. In the subsequent negotiations for the 2025 budgets, the government also promised to organize promotional campaigns to encourage the pilot plan during school enrollment periods. In this context, the Eğitim Bakanlığı conducted a promotional activity in 2025 to explain the advantages of the plan to parents, and a similar effort was made this year, albeit more limited. However, the political motivations contained in the said agreements caused divisions within the educational community and the local public. Over time, concerns were expressed that these political impositions could affect the delicate balance between educational quality and language sensitivities.

Looking at it from a political agenda perspective, the Halk Partisi's (PP) belief that it has fulfilled all agreements made with Vox for this legislative term caused the issue to lose its currency on the agenda significantly. Both parties have already focused on the next election campaign and this situation almost overshadowed the language education debates that previously caused a great uproar. The disappearance of the issue from political discourse so quickly has become so evident that data regarding the schools newly participating in the program this year was not shared with the public. In fact, the real truth behind this silence is that, just like in the previous educational year, there is no new educational institution joining the system this year either. Therefore, despite large promotional campaigns, it is understood that the pilot plan could not see the expected widespread interest among educational institutions.

According to current data, a total of nineteen educational institutions in Balear Adaları have applied to participate in the Dil Seçimi Pilot Planı at different educational levels. This program was first implemented in eleven private charter primary schools in the 2024-2025 educational academic year, and it was later requested to be expanded to include the secondary school levels of these schools. However, this stagnation in the total number of schools shows that the willingness of the educational community regarding language choice remains limited. Despite its controversial start and encouraging political steps, the lack of increase in participation in the system paints a picture that requires the government to be careful while waiting for the comprehensive audit results in 2028.
