'Embezzlement' Operation at Bolu Municipality: General Manager Arrested, Many Detained

As part of an investigation centered in Bolu that resonated widely in the public, a large-scale operation was conducted on the morning of 1 July against Bolu Municipality and its affiliated subsidiaries. Coordinated by the Bolu Chief Public Prosecutor's Office and carried out by gendarmerie teams, this sixth wave of operations was based on severe allegations such as 'embezzlement' and 'money laundering'. In simultaneous raids, Bolu Municipality Companies General Manager and Private Office Director Özgür Nihat Yıldız, along with many high-ranking officials working at municipal affiliates, were detained. During detailed searches at the suspects' residences and municipal work units, numerous documents and digital materials that could constitute criminal evidence were seized and sent for examination.

On the second day of the operation, as the investigation deepened and the detention process continued, 2 more people were called to testify at the gendarmerie, raising the number of suspects to 12. After the completion of procedures at the Provincial Gendarmerie Command, the suspects were removed from the police station to be referred to the judicial authorities. Among the 12 suspects whose statements were taken by the prosecutor's office, 3 were released based on the nature of the accusations and the evidence status. The remaining 9 suspects were referred to the on-duty peace court for trial. Following the trial, the request for detention was evaluated, and the majority of the suspects were released under judicial supervision.

In light of the defenses presented and evidence submitted in court, a decision was made regarding 9 suspects, including figures holding key roles in the municipal bureaucracy. The judgeship rejected the detention request for 8 individuals, ruling that they be released subject to judicial control provisions. However, the situation of Özgür Nihat Yıldız, who was the focal point of the investigation and served as the Private Office Director, was assessed differently. Yıldız was arrested and sent to prison on charges of both embezzlement and laundering asset values derived from crime.

The documents and digital data examined within the scope of the investigation are of great importance in revealing the extent of irregularities within the municipality. While the effects of the operation on Bolu local governance and its political implications are already a topic of debate, the number of detentions and arrests demonstrates the seriousness of the investigation. The arrest of Özgür Nihat Yıldız sends the message that the investigation has reached the highest level of administrative officials and is being conducted comprehensively. It is stated that the judicial process regarding the incident will continue and new developments may occur, while it is currently announced that only Yıldız has been sent to prison.

This investigation, initiated upon suspicions regarding Bolu Municipality's financial affairs and management practices, has brought along discussions of transparency and accountability in local governance. Following the examination of the evidence seized during searches at the relevant suspects' homes and offices, a judicial determination is awaited regarding whether the claims are substantiated. When the investigation conducted by the prosecutor's office will conclude and whether other names will be included remains uncertain for now. However, the findings and arrest decisions emphasize the gravity of the accusations, heralding a legal process that will sustain public attention.
