Bucaramanga, the capital of Kolombiya's Santander department, achieved a significant success by ranking third in the nationwide corporate performance ranking. The latest Institutional Performance Index (IDI) data announced by the Kolombiya Department of Administrative Public Service confirmed that the city has established a strong position in the field of public administration. The city scored 95,2 out of 100, falling only behind Bogotá and Cartagena. This high score has made Bucaramanga a reference point nationwide in terms of planning, transparency, and institutional efficiency. Furthermore, this success reveals the local government's determination in implementing sustainable public policies.

The detailed report in question provided a comprehensive assessment by analyzing the situation of 31 different capitals in Kolombiya. During the evaluation process, various critical criteria such as strategic planning, human resources management, internal audit mechanisms, transparency principles, digital state applications, and results orientation were taken into account. These indicators and metrics aim to clearly measure how effectively local governments implement public policies and how quickly they respond to the needs of the public. Bucaramanga's high-level performance in these criteria proves how modern and functional public services are in the city. Thus, it has been documented that the city's administrative infrastructure maintains high standards in both daily operations and long-term projects.

According to the announcement, Bogotá took the top spot with 98,6 points, followed by Cartagena with 97,1 points, and Bucaramanga ranked third with 95,2 points. Right after Bucaramanga on the list came Cali with 95 points, Medellín with 93,9 points, and Manizales with 91,6 points. The cities of Popayán, Neiva, Puerto Carreño, and Pasto completed the top ten list, demonstrating their competitive structure against other major cities. On the other hand, the report revealed that cities such as Leticia and Arauca received the lowest scores in the study, highlighting the differences in the quality of management between regions in the country. This contrast points to the unequal capacities and development levels of public administrations in different geographical regions of Kolombiya.

This prestigious third place achieved for Bucaramanga means much more than an ordinary statistical success. Andrés Santamaría, Director of the Kolombiya Capitals Association (Asocapitales), emphasized that these announced results reflect the concrete determination of local governments to provide public services that are closer to the people, transparent, and highly efficient. Santamaría added that having strong institutional structures forms an indispensable foundation for solving today's most critical urban problems such as security, transportation, public health, environmental sustainability, disaster risk management, and comprehensive economic development. Experts stated that this success achieved by Bucaramanga is a natural consequence not only of the current administration but also of the solid institutional memory and stable administrative reforms the city has built over the years.

On the other hand, Luz Stella Carrillo, a member of the Decentralization Mission Technical Team, drew attention to the main reasons why some cities receive low scores in such national rankings. Carrillo stated that this low performance largely stems from structural limitations in state organization and the lack of technical, financial, or administrative capacity of local governments. The expert added that in order to close these administrative gaps in Kolombiya and ensure equal development across all cities, it is necessary to deepen the decentralization process, and it is essential to urgently implement medium- and long-term strategies that will increase the capacities of local governments. This exemplary success achieved by Bucaramanga is expected to inspire other cities and pave the way for the proliferation of a modern, public-oriented, and fully results-driven public administration understanding nationwide.
