Election and Budget Assessment from a Constitutional Lawyer in Bulgaristan

Lawyer and doctor Petăr Slavov, specializing in constitutional law in Bulgaristan, made significant assessments regarding the country's 2026 budget. Slavov stated that the possibility of the Constitutional Court finding the said budget unconstitutional is quite low. Although there is a budget deficit limit of 3 percent according to the current law, the government's targeting of a deficit of 5.7 percent creates a legal contradiction. However, Slavov predicts that even if an application is made to the court, the decision will most likely be made at the beginning of next year, and by that time, the budget period will have already ended. For this reason, it does not seem practically possible for the issue to turn into a legal crisis.

Making striking findings regarding the government's priorities in a statement on the agenda on the program called "Denyat na żywo" broadcast on the NOVA NEWS channel, Slavov called on the government. The expert emphasized that corrective steps must be taken immediately to bring the budget deficit back to legal limits. He stated that the budget process is not just an economic procedure, but is also of critical importance for the country's legal credibility. He added that members of parliament and ministers need to take this issue seriously. Slavov's comments have reignited political debates on economic stability and fiscal discipline in Bulgaristan.

Touching upon the electoral system in his speech, Slavov welcomed the decision to return to a fully machine-based voting system. Stating that the government definitely deserves appreciation for this step, the lawyer expressed that machine voting represents a major progress in terms of election security. However, he criticized the fact that machine voting is not made mandatory in small regions with a small number of voters, smaller than 300 people. He emphasized that these small regions are the most risky areas for election fraud and irregularities, reminding that this problem is expressed with local idioms known as "bache Tseno". Slavov added that there are a sufficient number of machines and that the system can be easily implemented in these regions along with backup devices.

The political background of possible changes that could be made to the Electoral Law was also among Slavov's analyses. He reported that there is a hypothesis that the government proposed these reforms to gain the support of the PP (Devam Eden Değişiklik) and DB (Demokratik Bulgaristan) parties in the election of the Supreme Judicial Council (VSS). However, Slavov clearly stated that he does not agree with this assumption. He stated that at the core of the issue lies the persistent demand of the political movement named continuation party (PB) to abolish the election regions abroad. In contrast, he explained that serious tensions and friction occurred between the parties because the PP and DB parties strongly opposed this situation.

These dynamics taking place in the domestic politics of Bulgaristan seem poised to be decisive for the country's stability in the near future. This comprehensive assessment, made from the perspective of constitutional law, underscores the delicate balance between budget processes and electoral legislation. Expert analyses indicate that the Bulgarian government must take careful steps both to improve economic indicators and to resolve the trust issues in the electoral system. It is thought that the disagreements between political parties could further prolong the legislative processes and create uncertainty in the public opinion. All these discussions are expected to indirectly affect Bulgaristan's position among its European Union allies and international investors.
