Bulgaristan Election Commission and Civil Society Council Discussed Machine Voting

The new formation of the Central Election Commission of Bulgaristan (CİK) held its first official working meeting with the Civil Society Council. In this important meeting, how cooperation with civil society organizations could be taken to further levels was discussed in detail. Utilizing the expertise of the organizations more effectively constituted one of the main agenda items of the meeting. It is aimed that strengthening the dialogue between the two institutions will contribute to operating future election processes more transparently. The fact that the new commission management is open to dialogue with civil actors at such an early stage is interpreted as an indication of the importance given to democratic processes.

One of the most important agenda items of the meeting was a comprehensive analysis of the machine (electronic) voting system presented by the Civil Society Council. This working group is also planned to closely examine the printing processes of the receipts printed after the voting process and the printed ballots. Since the issue of machine voting is a historically controversial topic in Bulgaristan, it is closely followed by voters and politicians. On the other hand, this important meeting of CİK took place just one day after an organization named "İlerici Bulgaristan" (Progresa Bulgaria) announced the radical changes it proposed to be made in the election law. Among the proposed package are the restoration of the machine voting system, which was controversially abolished in the previous period. In addition, important items such as creating a separate abroad election constituency for Bulgar citizens living abroad and ending the practice of limiting the voting centers that can be opened in non-European Union member countries to 20 were brought to the agenda. These legislative proposals caused the political debates that will shape the future appearance of the election legislation in Bulgaristan to gain momentum. The approach of civil society organizations and political parties to these changes will be one of the main issues that will determine the course of the country's democratic processes in the upcoming periods.
