Filipinler loses development aid as it becomes an upper-middle income member

Filipinler is facing the gradual loss of access to low-interest concessional loans and development aid following its official upgrade by the Dünya Bankası to the "upper-middle income country" category. Arsenio Balisacan, Secretary of the Department of Economy, Planning, and Development (DEPDev), stated that the country is at a critical juncture in the international financial landscape with this transition to its new status. Balisacan emphasized that there will be an adjustment period of approximately three years before current concessional financing agreements completely phase out. During this period, the government will need to restructure the funds required for infrastructure and social projects. The country earned this new economic classification by reaching a Gross National Income (GNI) per capita of 4.850 dollars in 2025.

According to Secretary Balisacan, although Filipinler is gradually losing its access to concessional loans, this situation also brings new opportunities. The government expects some development partners to continue providing discounted loans for projects with high developmental impact. Furthermore, the upper-middle income country status will allow both the public and private sectors to gain much broader and easier access to market-based financing. This situation could help improve the country's overall credit rating and its reputation among international investors. Balisacan noted that they will focus on strengthening their capacity to access emerging new climate-related financing sources during this transition period.

The Filipinler government plans to continue comprehensive reforms to maintain its newly acquired economic status and sustain its growth momentum. Balisacan expressed that their government is working resolutely to make economic growth more inclusive and that the possibility of slipping back is extremely remote. Provided there are no unexpected adverse developments in the political economy, the country aims to elevate its income level even further in the coming years. This structural transformation possesses a nature that will also reshape Filipinler's regional and global economic preferences. The country's macroeconomic stability is at the center of its strategy to enhance its competitive strength in international markets.

DEPDev Undersecretary Joseph Capuno stated that they plan to utilize the three-year transition window by focusing on ongoing projects and meticulously evaluating new infrastructure investments. Capuno explained that the government will be highly selective in approving projects requiring public financing next year, as the current fiscal space is highly limited. If the financing needs of projects can be deferred until 2028, more investments could be approved by then thanks to the expansion of the country's fiscal space. This strategic deferral and planning aim to ensure the more efficient use of public resources and keep budget deficits under control. Officials believe that this will alleviate the pressure that economic expansion would otherwise exert on the state budget.

This impending financial structural change is expected to directly impact 20 to 30 projects conducted with institutions such as the Asya Kalkınma Bankası (ADB), Dünya Bankası, and Japonya Uluslararası İşbirliği Ajansı (JICA). Capuno noted that international grants constitute only a small portion of the overall financing pool, with the vast majority consisting of Official Development Assistance (ODA) loans. Furthermore, he pointed out that many grants are ultimately contingent on drawing loans from these development partners. The Filipinler government will strive to utilize its three-year period in the most efficient manner possible to fully benefit from the grants. The new era is considered an indication that the country is taking confident steps forward from being an international development aid recipient toward an independent and robust economy in the international markets.
