Two Indian Fire Officials Suspended Following Anti-Corruption Bureau Arrest

The Directorate of Fire and Emergency Services, located in India's Cammu ve Keşmir region, announced the suspension of two of its officials. This decision came after the said officials were arrested by the Anti-Corruption Bureau (ACB). The arrests were carried out under FIR (First Information Report) number 01/2025 registered at the ACB Central Cammu Police Station. The Directorate took action after receiving an official written communication from the ACB to initiate the formal procedures. The situation was confirmed through an official order signed by the Regional Director of Fire and Emergency Services, Alok Kumar (IPS). This incident stands out as a significant part of the anti-corruption efforts in the region.

The suspended officials were identified as two individuals holding significant positions within the region's fire department. The first of these is the Divisional Fire Officer (DFO) Bilal Ahmed Şah, who is currently serving at the Regional Office in Sri Nagara and is attached to the Ganderbal Karargah Office. The other official is Fireman Younis Ahmed Ganie, employed at the Fire and Emergency Services Karargah in Sri Nagara and currently assigned to the Sri Nagara Medikal Ünitesi. It is reported that these processes were initiated as a result of the mounting pressure on both individuals due to suspicion of corruption. The arrest of the officials could pave the way for a widespread investigation within the department. The suspension process means that the official duties of both officials are temporarily terminated.

According to the official order, both officials are deemed suspended under Rule 31(2) of the Cammu ve Keşmir Civil Services (Classification, Control and Appeal) Rules, dated 1956. This rule clearly sets out what legal steps state institutions must take in the event that suspect officials are arrested. The suspension will be considered effective from 26 Haziran 2026, which was announced as the date both officials were taken into custody. This suspension status will remain in effect until an additional decision is made regarding the officials. This process will be shaped depending on the progression of both the judicial authorities and the administrative units. The legal regulation provides a transparent framework regarding whether civil servants can continue in their duties.

It was stated that during the suspension period, both officials will be entitled to receive a subsistence allowance granted to them in accordance with the relevant service rules. This allowance does not replace their regular salary but is provided as a support to meet basic living needs. In such cases, it is aimed to alleviate the financial burden on the officials as the investigation process prolongs. As administrative processes proceed, receiving a subsistence allowance ensures that officials accused without trial have a certain social security. However, if the officials are found guilty as a result of the investigation, this allowance may be recovered or cut off. This step also aims to ensure that institutions maintain their financial obligations until the judicial processes are completed.

The suspension decision was communicated to the Baş Sekreter İçişleri Bakanlığı, the Anti-Corruption Bureau, senior officials of the Fire and Emergency Services Department, and other relevant authorities. This notification was made to ensure that the process is carried out in a coordinated manner across all institutions. This comprehensive notification is considered important for ensuring that all relevant parties are informed and necessary administrative steps can be taken. While the Anti-Corruption Bureau continues its investigation into the incident, disciplinary actions will also be initiated and followed based on the investigation results and existing service rules. Such incidents demonstrate how determined institutions are in the fight against corruption. The clarification of the officials' status will be decisive both for the anti-corruption policies in the region and the internal functioning of the fire department.
