7 Officers Caught Smuggling Contraband into Prison in Kosta Rika

In two prisons located in the Pococí kanton of Kosta Rika's Limón eyaleti, seven officers were detained while attempting to smuggle prohibited electronic items. Six of the detained individuals are police officers with long years of service, and one is a kitchen worker. The incident came to light during a surprise inspection operation conducted by the Cezaevi Polis Müdürlüğü. Electronic devices and accessories were seized from the suspects during a body search as they were about to start their shifts. All of the arrested suspects were referred to the prosecutor's office.

The institutions where the incident took place were announced as the Carlos Luis Fallas Kapsamlı Bakım Merkezi (CAI) and the 20 Aralık Kapsamlı Bakım Birimi (UAI). Authorities thwarted the operation by conducting a surprise inspection just before the staff started their shifts. This simultaneous operation targeting two separate prisons demonstrates how seriously the fight against intra-institutional corruption is being taken. The items found on the suspects were recorded one by one and preserved as criminal evidence. Following the prosecutor's interrogation, the detained officers are expected to be referred to the judicial process.

According to the details announced by the Jandarma and judicial authorities, various capacities of USB flash drives, USB cables, phone chips, and car lighter adapters were found on the officers. In particular, it was determined that one police officer was carrying a three-port USB adapter, three lighters, and two cutting tools. It is assessed that these seized materials might have been planned to be used by inmates inside the prison for communication or different purposes. Each finding discovered during the searches was carefully and separately identified on the respective personnel. It was stated that this situation constitutes strong evidence that the officers consciously attempted to smuggle these prohibited items.

Among the arrested officers, individuals with varying levels of seniority stand out; while the least senior officer has 4 years of service, there is also a police officer who has been in the system for 18 years. Among those carrying prohibited materials is a kitchen worker who has been working at the Carlos Luis Fallas institution for 10 years. The fact that even senior personnel were involved in such illegal activities has expanded the scope of the investigation. The nature and quantity of the materials carried by each officer hold significant clues regarding whether the crime was committed intentionally. This situation necessitates the tightening of internal control mechanisms in prisons.

In a statement made by the Adalet ve Barış Bakanlığı regarding the matter, it was emphasized that such actions will be punished without any compromise in line with the 'Yolsuzluğa Karşı Sıfır Tolerans' principle. According to the announced official data, legal proceedings were initiated against a total of 46 people in 2026, including 29 police officers and 17 administrative personnel involved in such corruption and smuggling incidents. The ministry stated that the security barriers in prisons will be kept under constant control without accepting any exceptions. Authorities added that inspections will continue increasingly and those attempting to infiltrate the system will be removed. This incident went down in history as one of the first results of the strict measures taken to prevent intra-institutional security breaches.
