Polish Prime Minister Tusk: Ukraine must confront history for the EU

Polish Prime Minister Donald Tusk stated that he received positive signals regarding the de-escalation of the diplomatic crisis with Ukraine, emphasizing that his neighbor must resolve historical issues to achieve its goal of joining the European Union. Relations between the two countries reached their lowest point since Russia's full-scale invasion in 2022 after Polish President Karol Nawrocki revoked the highest Polish decoration awarded to Ukrainian President Volodymyr Zelenskiy. Nawrocki explained the decision as being due to Zelenskiy's endorsement of a military unit that is described as rebels who massacred Poles during World War II, while the government led by Tusk is making efforts to soothe tensions. Tusk indicated he saw signs that the meeting in Warsaw between Ukrainian Foreign Minister Andrii Sybiha and his Polish counterpart Radoslaw Sikorski was productive, stating that the sides were seeking ways to de-escalate.

Within the scope of diplomatic contacts, Ukrainian Foreign Minister Sybiha announced that they proposed a package of measures to resolve the crisis, stating that the package included holding a meeting bringing together World War II historians and involving religious leaders in the dialogue. However, Sybiha did not give a signal that the name of the military unit objected to by Poland would be changed, emphasizing that Ukraine expects respect for its own history and independence struggle, and in return, its partners must respect its history. The Ukrainian Insurgent Army (UPA), at the center of the historical dispute, is remembered by some Ukrainians as a symbol of the struggle and independence against the Soviet Union and Nazi Germany, while Poland holds it responsible for the deaths of approximately 100,000 Poles in the Volhynia massacres committed between 1943 and 1945.

Prime Minister Tusk predicted that Ukraine's accession process to the European Union would be complex and long, arguing that the Kiev administration must face its painful history to achieve this goal. Stating that the European community cannot exist without reconciliation and that reconciliation is not possible without reckoning with the past, Tusk expressed that covering up historical truths serves no one's interest. The Polish leader stated that historical events are not just a subject of diplomatic bargaining, but also form the basis of trust for the future, and therefore Ukraine should not avoid this process.

On the other hand, Tusk announced that he would instruct the Polish delegation at the NATO summit to be cautious regarding financial aid to Ukraine, emphasizing that this does not mean he does not believe in Ukraine. Stating that Poland has very heavy responsibilities regarding the protection of the European Union's eastern border and that resources must therefore be used in a balanced way, Tusk argued that the issue of aid should be evaluated not only with goodwill but also with its own national security obligations. This statement was interpreted to mean that Poland might review the amount and conditions of its support to Ukraine.

The Volhynia massacres, highlighted as the main cause of the crisis, continue to be an issue that deepens the historical wound between the two countries and directly affects modern politics. While Polish President Nawrocki's revocation of the decoration from Zelenskiy went down in history as the most concrete reflection of this historical trauma in the political arena, Prime Minister Tusk's statements attempt to strike a balance involving both cautious diplomacy and clear historical conditions. It is of great importance for regional stability that the two allied countries overcome these problems to both fix bilateral relations and continue Ukraine's integration with Euro-Atlantic structures. Understanding how historical events are etched in the memories of two different nations is seen as the key to whether this diplomatic traffic is resolvable.
