Security Tightened for Tacloban School Attack Suspects

Following the tragic school attack in the Tacloban city of Filipinler that killed three students and injured many others, the security measures taken for the two young suspects who carried out the incident have been raised to the highest level. Officials from the Department of Social Welfare and Development (DSWD) announced to the public that comprehensive security measures have been taken at the regional rehabilitation center where the youths are held. These two young suspects, known by the aliases "Nash" (14) and "Rod" (15), were placed under government supervision due to the bloody attack that took place at San Jose Ulusal Lisesi on 22 Haziran 2026. Authorities stated that the reason they were placed in a rehabilitation center instead of a prison is because the perpetrators are minors and are legally considered amenable to rehabilitation, regardless of their criminal history. Physical infrastructure security standards have been significantly strengthened in the Tanauan area of Leyte province, where the rehabilitation center is located. In addition, physical passages have been completely closed by placing steel grilles on the roof areas, which are also used as activity and laundry drying areas for the inmates. The Regional Rehabilitation Center for Youth (Bölgesel Gençlik Islah Merkezi), where the suspects are held, currently has a housing capacity of approximately 30 and is operating at an occupancy well below its potential of 80 beds. Authorities emphasized that the two suspects are kept in a completely separate area from the other young residents and that the restrictions on them continue. In this context, the suspects are currently not allowed to receive any visitors; this rule is applied even for family members and lawyers. Only rehabilitation center staff and social service experts are allowed to communicate with the suspects. This strict isolation will continue uninterrupted until the processes of assessing the current medical, psychological, and social conditions of the youths are completed. As part of the rehabilitation process, both youths are provided with intensive psychosocial interventions and counseling services.

Despite all these strict security and isolation measures, DSWD Regional Director Grace Subong emphasized that the center continues to maintain its nature as a 'child-friendly' and rehabilitative environment. Subong stated that children who have committed crimes have their sentences deferred and that their reintegration into society is the main priority. Stating that the cooperation of families, local government units, and the entire society is needed in this process, she expressed that the protection and rehabilitation of children pushed to crime is a shared responsibility of society, not just the state. All these arrangements aim to show that security concerns can be addressed without compromising the fundamental rights of children and the understanding of restorative justice. This approach will also help rebuild the shattered trust of the community in Tacloban.
