Major Change in ENFIA Property Tax in Yunanistan: New Era Starts in 2027

Along with the new regulation prepared by the Yunanistan Ministry of National Economy and Finance, radical changes are planned to be made in the ENFIA (Unified Property Tax) system collected from property owners across the country. Until today, taxes were determined based on official figures written in cadastre records, title deeds, or building permits. However, due to changes made in old buildings or historical record errors, many people were shown as having larger areas than they actually had. With the new regulation, the current and accurate square meter data in the building's electronic identity will be taken as a basis. In this way, property owners will be taxed on the exact real area of the real estate they hold, and a fair calculation process will be operated.

According to the current legislation, if the actual area of a real estate is larger than what is written in official documents or the purpose of use of the property has changed (for example, conversion from a commercial area to a residential one), the tax was already calculated based on this real area. However, in the opposite situation, that is, when the area in question is actually smaller despite appearing larger in official documents, property owners were left unprotected. With the newly introduced provision of the system, this inequality is eliminated, and the smallest real area is taken as a basis for all structures for which a Building Electronic Identity is issued. Therefore, property owners will be freed from bearing an unjust tax burden for areas they do not own or cannot use. This situation is seen as a major step in terms of both ensuring tax justice and lightening the economic burden of citizens.

The Yunanistan government also offers some assurances regarding old calculations to make this transition process as smooth as possible. According to the provisions brought by the new law, if the real area of the real estate turns out to be smaller than in old documents based on Building Electronic Identity data, no retroactive penalty or sanction will be imposed. Previously submitted E9 (real estate declaration) forms and old ENFIA tax receipts will not be considered erroneous or incomplete due to these percentage differences. Thus, citizens will be able to adapt to the new system without the fear of being penalized for record inconsistencies in past years. This approach creates a buffer zone that will help prevent potential legal crises between the state and citizens.

The official date set for the entry into force of this structural reform has been announced as the 2027 fiscal year. For this reason, the system does not have any retroactive effect on tax assessments and calculations for the year 2026; the current methods will be continued for a while longer. However, when the year 2027 arrives, tax offices will refer to the current usage status of the properties and the final square meters in their building electronic identities. In future calculations, more accurate results will be obtained because the actual status of the real estate, structural changes, and intended use will be fully reflected. With this step of digitalization and modernization, the Yunan government plans both to refresh the confidence announced to the citizens in the tax system and to reach contemporary standards in property-based taxation.
