When we both left our roles in Westminster in 2017 to become the mayors of regions like Manchester and Liverpool, some had belittled our goal of building a different kind of politics for cities left outside the central system. Especially during the Covid-19 pandemic, in those tense moments he experienced with Westminster where it was expected that regions outside London should settle for less support, everyone knew exactly where he would stand.
