İŞKUR Information Technology Department President Adem Akdemir made important statements regarding the institution's digital transformation process and strategic steps in the field of artificial intelligence. Stating that the institution has covered serious ground in digitalization recently, Akdemir emphasized that they are making intense efforts to integrate generative artificial intelligence technologies into institution services. Expressing that they will benefit from the advantages provided by systems with natural language processing capabilities that can generate text, audio, and visuals, Akdemir stated that they have adapted the large language models (LLM) underlying these technologies into the institution for use in İŞKUR services.
Emphasizing that data security is one of the most critical elements of artificial intelligence projects, Akdemir announced that they have added servers with the world's most advanced artificial intelligence chips to the institution. Stating that they designed a closed-loop system to keep all data within institutional boundaries instead of getting services from outside, Akdemir expressed that they would have full control over what is processed and when. He stated that thanks to this hardware infrastructure, data privacy is protected at the highest level and guarantees that no information leaves the institution. This infrastructure forms the basis of new applications that will be put into service next year and will radically change İŞKUR's service quality.
The biggest innovation planned to be opened next year will be the artificial intelligence assistant called 'virtual job and vocational counselor'. Akdemir stated that citizens can consult this virtual assistant 7/24 just as they ask questions to the approximately 5 thousand counselors in the field. Designed to be capable of serving not only in Turkish but also in English, Arabic and different languages, the system will allow users to ask about the conditions for participating in labor force programs, unemployment insurance application processes and other topics they are curious about. Citizens will be able to list the jobs they are looking for via only voice commands or written messages and complete their applications without searching for buttons on any interface.
This system, which will provide conveniences not only for job seekers but also for employers, aims to prevent citizens from getting lost between pages in bureaucratic processes. Akdemir stated that it would be sufficient for a citizen to say 'Can you make my application?' for an unemployment benefit application, thus removing the obligation to physically visit the institution and the need to search on portals like e-Devlet. With these innovations, it is aimed to accelerate participation in the employment process, facilitate access and enable citizens to directly access services. This AI-supported system will maximize the speed of service delivery by simplifying the user experience.
Within the scope of these digital transformation moves, 'Big Data and Artificial Intelligence Applications Department' was established within the institution, while the 'Artificial Intelligence Supported Decision Support System' and 'Financial Automation System' developed in cooperation with TÜBİTAK were put into operation. While it is predicted that approximately 1 billion liras will be saved annually with the Financial Automation System, data analytics and cloud computing infrastructure were strengthened with the Decision Support System. In addition, it was reminded that 1.6 million citizens participated in the virtual employment fairs organized by the institution since 2019 and the institution serves 67 million citizens, and it was stated that digital channels play a critical role in terms of access. Adem Akdemir added that they aim to transform İŞKUR into a 'Data Agency' with all these studies.
