Number of Municipalities Offering Tax Advantages to Those Installing Solar Panels in Spain is Increasing

66 percent of municipalities in Spain have tax regulations that promote self-consumption by providing discounts on Property Tax (IBI) for citizens who install solar panels in their homes. The report titled "Tax Incentives for Self-Consumption," prepared by Fundación Renovables with the support of the Spanish Photovoltaic Union (UNEF), details how local governments use this as a fundamental tool. It is noted that approximately 32 million citizens, meaning 81 percent of the population living in the examined municipalities, benefit from these incentives. Local tax policies are seen as one of the most important tools in reducing the initial investment cost required for the installation of solar energy panels. However, the discount rates and conditions applied by the municipalities can differ significantly from one another.

According to the report, while 67 percent of the municipalities applying tax discounts offer acceptable and easily fulfillable conditions, 29 percent apply more restrictive rules. The remaining 4 percent contain very strict and demanding conditions for citizens. This situation reveals that self-consumption incentives are not standardized across Spain and that unequal conditions still exist. Within the scope of the examination, the Tax on Constructions, Installations and Works (ICIO) and the Tax on Economic Activities (IAE) are also addressed. While 76 percent of municipalities provide discounts on the ICIO tax, this rate is around 71 percent for the IAE tax; however, about one-third of the rules providing discounts on the IAE contain very strict conditions.

The report in question analyzes the incentive mechanisms in municipalities with a population of over 10.000, which host 80 percent of the country's population, in its seventh year. The majority of the municipalities included in the examination represent 97 percent of the country's economic and commercial life. Thanks to the interactive web tool accompanying the report, citizens can easily query the current tax advantages and supports in their regions. Provinces such as Álava, Palencia, Soria, Segovia, Ávila, Huesca, and Teruel stand out as the most generous and pioneering regions in this regard, with a 100 percent application rate. Despite this, there are very large differences in discount rates among municipalities for the same type of tax and the same type of solar energy installation.

The progress recorded over the years is also highly remarkable; as in 2021, the rate of municipalities providing IBI discounts for self-consumption in Spain was only at 48 percent. Over the seven-year period from then to today, this rate has shown an impressive 18-point increase to reach its current status. The increase in discount rates for the ICIO tax, on the other hand, has gained a much faster and more significant momentum among local governments in recent years. Raquel Paule, General Director of Fundación Renovables, emphasizes that their institution has been examining these discounts for years and that through this, they aim to break the initial investment barrier faced by citizens. Although the rates show similarities to the previous year according to the data obtained in the recent period, the general trend exhibits a distinctly upward momentum.

Paule also states that the fact that such tax advantages, which have so far been under local governments, are now starting to be implemented at the national level is a very critical step. Thanks to the newly introduced Income Tax (IRPF) discount reform, all Spanish citizens now have the opportunity to access state-supported incentives to reduce their initial investment costs. José Donoso, General Director of UNEF, states that self-consumption in solar energy is not only a tool to combat climate change but also a strong engine for economic development. Donoso adds that energy policies in the coming years should aim to spread the benefits of solar energy to all segments of society rather than imposing limitations. Spanish citizens can already see their personal savings amounts by using relevant research platforms and calculation tools to learn which discounts they can benefit from.
