The Canton of Vaud, İsviçre, has initiated a comprehensive external evaluation process to closely examine the current coordinated police model, which is based on the complementary operation of the cantonal police force and nine recognized municipal police units. An independent analysis process will be conducted to determine how this system, which came into effect in the early days of 2012, might be subjected to reform in the future. This comprehensive review is designed to scrutinize the security dynamics in the region, the functioning of police forces, their costs, and their corporate structures. Canton authorities aim to determine the organizational model best suited to modern security needs by transparently evaluating the effectiveness and efficiency of the security units. The aforementioned evaluation study has been brought to the agenda in line with a decision also approved by the Grand Council, in response to the increasing demands of the public and police unions.

The independent leadership of the analysis process has been entrusted to Alain Ribaux, the former Head of the Department of Security of the Canton of Neuchâtel. Having served as a minister in the security field for over a decade and being a former judge, Ribaux is an experienced figure who has also co-chaired the Conference of the Heads of İsviçre Departments of Justice and Police. Authorities emphasize that his deep knowledge of İsviçre police forces and corporate governance, and particularly his experience in the police reforms in Neuchâtel, will be fully utilized. Ribaux's independent and impartial perspective from the outside is expected to make significant contributions to presenting a comprehensive and realistic picture of the Canton of Vaud's current policing system. This high-level appointment is considered a concrete indicator of how seriously the canton administration takes the review process to be conducted and its desire for objectivity in the process.

This latest initiative on the agenda has the characteristic of reviving the long-standing debates and political background regarding police organization in the Canton of Vaud. Previously, in 2009, the public clearly rejected by an open vote a popular initiative called "d'Artagnan", which aimed to bring all police forces in the region under a single roof. Following this significant rejection, the current coordinated police model, which aims to standardize cooperation between regional and local forces, was introduced. However, over time, the model in question has been continuously and harshly criticized by various police unions, claiming that there are inadequacies in its operation. The current situation assessment aims to put on the table the structural problems and reform pressure experienced by the police force from this past political rejection to the present day.

The methodological infrastructure and data analysis processes of the study will be supported by an interdisciplinary team of experts from Lozan University. The School of Criminal Justice (ESC) and the Swiss Graduate School of Public Administration (IDHEAP) within the university have undertaken the task of increasing the scientific depth and academic validity of this critical study. Many technical data, ranging from the cost analysis of police forces to their service quality, from current governance mechanisms to personnel distribution, will be examined in detail by these expert academics. According to the statement made by the Department of Environment and Security (DJES) under the leadership of Kuzeyı Pulat, the process will be based entirely on objective data and international academic standards. This academic collaboration guarantees that the final report to be presented will be shaped not by local complaints, but by solid and verifiable scientific facts.

According to the detailed information published by the DJES, the implementation phases of the project have been planned in an extremely systematic and structured manner. In the first phase of the process, all elements of the coordinated police model, current personnel numbers, protected cost items, current scope of service, corporate structure, and existing coordination mechanisms between local and cantonal forces will be documented one by one. In the second phase, various police organization models that have been successfully implemented in different cantons of İsviçre will be examined in detail, and their legal and financial dimensions will be analyzed. Following the completion of this comprehensive preliminary study, a final report addressing regional authorities and containing concrete reform proposals in line with İsviçre's modern security dynamics will be shared with the public.
