Parliamentary Preparatory Board Established for 2026-2031 Period in Peru, Presidency Given to Miguel Torres

The management staff of the Preparatory Board (Junta Preparatoria), which will manage the constituent process for the 2026-2031 legislative term of the Parliament of Peru, has been officially determined. According to the statement made by the Parliament's Administrative Unit, elected senators and deputies will participate in this important council. Senator Miguel Angel Torres Morales, elected from the party receiving the highest votes, will assume the presidency of the council, while Deputy Cecilia Isabel Chacón de Vettori, elected from the same party, will serve as vice president. Playing a key role in the transition to a Bicameral system, this council will be responsible for the official structuring and operationalization of the legislative body.

The secretariat duties of the council were distributed among other elected representatives to establish order. Senator Fernando Rospigliosi Capurro from the Fuerza Popular party was appointed to the first secretaryship, while the second secretary duty was given to Deputy Luis Eliseo Quispe Candia, elected from the Partido del Buen Gobierno. Additionally, Alejandro Muñante Barrios (Renovación Popular) was assigned as the third secretary and Romina Alejandra Uribe Saenz (Partido del Buen Gobierno) as the fourth secretary. These appointments were made in accordance with the procedures outlined in the Parliamentary Regulation, aiming for the council to work with balanced representation.

According to the rules specified in the Parliamentary Regulation, the formation of the Preparatory Board was carried out based on a certain hierarchy and voting results. Accordingly, the senator from the political party with the highest votes becomes the natural president of the board, while the deputy from the party with the highest votes holds the title of vice president. Other important members of the board consist of the oldest and youngest senators and deputies who will serve in the parliament. This age criterion constitutes a fundamental element determining who will fill the first and second secretaryships as well as the third and fourth secretaryships.

On the other hand, developments regarding the election process continue in a different dimension. The elected President of the Republic, Keiko Fujimori, announced that she will not attend the ceremony for the announcement of the general results organized by the National Elections Jury (JNE). The legal representatives of the Fuerza Popular party will attend this official ceremony to be held at the JNE headquarters in the Jesús María district instead of Fujimori. Under the presidency of JNE President Roberto Burneo, and with the full participation of the election board members, the official results will be announced and the process will be completed.

Keiko Fujimori left her residence in San Borja and moved to the general headquarters of the Fuerza Popular party. Greeted with enthusiasm by her supporters during this time, Fujimori accepted the flowers presented to her and arrived at the party building. There, in the meetings she held, she focused on strategic planning and appointments for the future government, intensively continuing preparations for the process of taking over power. The consultations carried out to manage the party's internal dynamics and determine the names to form the cabinet constituted the main reason for Fujimori's absence at the ceremony.
