Digital revolution in public procurement in Poland: An end to paper usage is coming

It is reported that a new digitalization initiative has been launched in Poland that will fundamentally change the public procurement system. The main purpose of this reform is to modernize the procurement processes, which have been cumbersome and slow for years, thereby accelerating the functioning of state institutions. Procurement applications, which previously required the preparation and submission of dozens or even hundreds of pages of printed documents, are now being moved entirely to the digital environment. Through this, authorities aim to both reduce the state's paper consumption to incredible extents and significantly ease bureaucratic obstacles. This digital transformation in public procurement is expected to reduce the costs of institutions across the country, as well as save time.
Traditional procurement processes have posed a major challenge for many years, both for the institutions organizing the tenders and the companies wishing to participate in them. The obligation of participating firms to prepare thousands of pages of physical documents to submit their proposals has made the process both costly and extremely exhausting. In addition, the review, archiving, and long-term storage of paper-based applications caused a serious loss of workforce in public institutions. This situation, especially in large-scale procurements, led to the decision-making process being delayed for months and resources being used inefficiently. With the new system, it is anticipated that such disruptions will be completely eliminated and procedures will be completed digitally within seconds.
One of the greatest advantages of the new practice is undoubtedly the minimization of environmental impacts and the reduction of the ecological footprint. Considering the thousands of tenders held by the state every year, the energy and natural resources spent on producing, printing, and transporting tons of paper are of immeasurable proportions. With the widespread adoption of the digital procurement system, deforestation will be prevented and a significant reduction in carbon emissions will be achieved. Furthermore, as digital data centers replace physical archives, a substantial alleviation is planned in state-owned storage spaces. Authorities also emphasize that digital systems will simultaneously increase information security and eliminate the risk of documents being destroyed in disasters such as fires and floods.
Increasing transparency and accessibility in bureaucracy are also among the other important topics at the center of this reform. Tenders conducted through the digital platform will allow all candidates to follow the processes equally and transparently. Without restrictions such as physical working hours or geographical distance, companies will be able to easily access tender files and submit their proposals digitally from anywhere with internet access. This situation is expected to significantly increase the participation rates of small and medium-sized enterprises (SMEs) in public procurement. With increased competition, it is anticipated that the quality in public procurement will rise and more cost-effective results for the public benefit will be achieved.
This structural change constitutes only a small but critical part of Poland's broader e-government vision. As in many developed countries around the world, Poland aims to make public services faster, more efficient, and more contemporary for citizens and the private sector. The digitalization of procurement processes sets a strong example that other public services in the country can be modernized using similar methods. In the future, it is planned that such digital practices will become widespread and be integrated into many more areas, such as taxation, social services, and official document processing. Ultimately, this step aims to provide sustainable added value to the country's economy while strengthening the state's digital infrastructure.
