Salary Increase for Referees from the Romanian Football Federation

The Board of Directors of the Romanian Football Federation (FRF) has increased the fees paid to referees and match officials officiating in the country's lower leagues, namely the 2. Lig and 3. Lig, as well as the Romania Cup competitions. In the new period, the referee and officiating expenses that host clubs must pay to the visiting organization's host clubs have increased significantly. The decision was implemented, stating that it was taken to ensure the regular and fair conduct of the competitions. These new tariffs have become a closely monitored topic, especially for low-budget clubs. Thus, a serious increase in match organization costs is foreseen starting from the upcoming season.

In the 2. Lig, one of the leagues most affected by the said increase, the fee paid to the center referee of a match was raised from 2.200 lei to 2.500 lei. The money received by assistant referees was also increased from 1.800 lei to 2.000 lei, while the reserve referee fee saw an increase of 100 lei. In addition, the payments for match delegates and referee observers were similarly increased. When all these items are brought together, the total referee expense for a single 2. Lig match has reached 10.500 lei from 9.500 lei. The obligation for the host club organizing the match to cover this entire expense creates an additional burden for the clubs.

Similarly, in the 3. Lig, the total referee payment table was raised from 4.800 lei to 5.800 lei. Although the cost increase in the 2. Lig may be relatively tolerable for some clubs, the situation in the 3. Lig has caused much more serious backlash. Many club administrators organizing the 3. Lig criticized the federation for not announcing this increase at the beginning of the year when budgets are prepared. It is stated that clubs that cannot receive financial support from municipalities and local governments will have difficulty meeting this additional expense. Authorities point out that other organizational expenses, such as security companies and healthcare services, are also increasing day by day.

Looking at the Bihor province, the new tariff in question directly concerns four local clubs that will compete in the 3. Lig in the upcoming season. Crișul Sântandrei, Lotus Băile Felix, Bihorul Beiuș, and Transilvania Sport Academy teams will have to pay these increased amounts in the matches they host. The fact that teams competing in the 2. Lig, such as FC Bihor, also have to take 10.500 lei out of the till for each organization makes it mandatory for clubs to revise their financial plans. This situation is on the agenda not only of the Bihor region but also of many clubs across Romania. Experts warn that such cost increases could negatively affect the infrastructure and development investments of clubs, especially in the lower leagues.

When evaluated overall, although increasing the fees paid to referees has a logical justification such as improving the quality of match management, the way it is implemented causes controversy. Most of the clubs in the lower tiers of the Romanian football pyramid are already trying to operate with tight budgets and lack any financial support. It is argued that the federation should announce such decisions transparently in advance and allow clubs to prepare accordingly. It will be a matter of curiosity what effects this new tariff will have on the pitch and in the clubs' tills in the upcoming season. Especially the issue of financial sustainability will continue to be one of the most important agenda items of Romanian lower league football.
