'Kikilias Doctrine' for the Greek Islands: One Thousand New Coast Guards and a Four-Year Plan

The Minister of Maritime Affairs and Island Policy of Greece, Vasilis Kikilias, announced comprehensive new strategies to strengthen the sea route connections of the island and regional maritime operations during his visit to the island of Kalymnos. Minister Kikilias emphasized that since the day he took office, they have taken all possible steps within the legal and institutional frameworks to support ANE, the maritime transportation company of Kalymnos. Stating that it is necessary to personally see the major isolation problems the island's population faces during the winter months due to adverse weather conditions, he expressed their determination regarding the sustainability of inter-island connections. This visit holds great importance in terms of ensuring island autonomy and strengthening regional collaborations through dialogues established with significant guests from abroad.

The Minister announced that the government has decided to organize four-year tenders for the 'agoszon' routes, which are known as unprofitable and low-traffic lines. The aim of this strategic move is to enable the islands to make long-term and predictable plans for tourism, transportation, and trade. Kikilias stated that they aim for this stable environment to create great economic confidence for hospitality, short-term rentals, businesses, and local chambers. Emphasizing that the local people and entrepreneurs can always reach the state and do not feel alone, the Minister noted that they are focused on increasing economic vitality. This four-year structural reform will serve as a kind of guarantee mechanism to protect island economies against future bottlenecks and to ensure the continuity of investments.

The importance of Kalymnos and the surrounding Imia islands, which are located in an extremely critical position in terms of security and geostrategy, was also frequently emphasized in the Minister's statements. Kikilias stated that the presence of the Coast Guard Command and the Greek Coast Guard on the islands is being increased day by day, and the operational needs of the region are being closely monitored. In this context, he announced that high-speed Rafnar type boats have been deployed to the island, and by the decision of military authorities, a much larger and better-equipped new ship will be added to the region. It was announced that in the upcoming autumn months, new Coast Guard personnel who pass the exams nationwide will also start their duties and join the units. All these operational enhancements are designed to protect the maritime borders of the region more effectively and to increase the capacity for rapid response against potential threats.

The issue of increasing the number of personnel constitutes one of the most fundamental pillars of the government's island policy; in this context, the recruitment of 500 new Coast Guard officers has been approved so far. It was learned that a significant portion of these newly hired personnel will be assigned to the Southeastern Aegean Sea and various islands where needs are more intense. Furthermore, by the end of 2026, it is planned to create an additional staff of 500 more personnel to replace those who will retire due to old age and to cover new areas of responsibility. The new generation of officers is expected to undertake modern and critical duties such as the protection of submarine cables, ensuring underwater surveillance, and securing marine parks. The recruitment processes are planned to be conducted transparently through the scoring systems of the Supreme Council for Civil Personnel Selection (ASEP).

Important information was also shared regarding the ongoing tender processes for unmanned surface vehicles and underwater drones within the scope of the modernization of the security infrastructure. Minister Kikilias stated that they value the use of imagery and sensor data obtained from satellites in order to inspect maritime areas more effectively and to support the fight against crime. In addition, it is aimed to integrate open-source intelligence and aerial drones into daily operations so that citizens on the islands feel safer. It was emphasized that the male and female personnel serving in the Coast Guard are in the field every day, right at the center of events, and always in a combat-ready position. It is considered that these comprehensive technological and personnel investments by the government represent a strategic vision that will carry Greece's island policies and its deterrence capacity at maritime borders into the future.
