Embezzlement operation at Bolu Municipality: Private Secretary arrested

Within the scope of the investigation conducted by the Bolu Chief Public Prosecutor's Office, which resonated widely in the city's agenda, a new operation process had been initiated targeting Bolu Municipality and its affiliated subsidiary companies. The procedures regarding the suspects, who were at the focus of serious allegations such as 'embezzlement' and 'laundering of assets derived from crime', gained momentum with the 6th wave operation carried out by gendarmerie teams on the morning of July 1. During simultaneous raids, simultaneous entries were made to many addresses, and Özgür Nihat Yıldız, the General Manager of Bolu Municipality Companies and also the Private Secretary, was among those detained.

During the detailed searches conducted within the scope of the operation, a large number of documents and digital materials thought to constitute evidence were seized, while personnel named İ.Ç., O.Ö., S.G., V.Y., S.G., Y.G., İ.G., D.M. and A.K. working in municipal affiliates were also detained. As the investigation deepened, the increase in the number of suspects continued, and on July 2, as the investigation continued, two more people were summoned to the gendarmerie for statements, raising the total number of suspects to 12. This process demonstrated the extensive scope of administrative and judicial inspections carried out regarding local governments and municipal companies in Bolu.

Following the 3-day detention process completed at the Provincial Gendarmerie Command, 12 suspects were referred to Bolu Courthouse to commence the judicial process. Three of the suspects, whose statements were taken by the prosecutor's office, were decided to be released as a result of the procedures, while a decision was made to refer the remaining nine suspects to the duty court. As a result of the trials, eight of the nine suspects brought before the court were released for trial without arrest on the condition of judicial control.

The most critical point of the investigation, however, was the fate of Özgür Nihat Yıldız, the Private Secretary of Bolu Municipality. Yıldız faced a decision to be arrested and sent to prison within the scope of the indictment prepared against him for 'embezzlement' and 'laundering of assets derived from crime'. This development indicates that an important step has been taken in terms of the criminal punishment of the name at the focus of allegations regarding the unlawful use of municipal resources and their concealment.

The ongoing investigation process of the operation has also brought along questions regarding the functioning of audit mechanisms conducted over the financial structures and companies of Bolu Municipality. The possibility of reaching new evidence as a result of the examination of seized documents and digital materials and that the scope of the investigation may expand maintains the uncertainty regarding the next stages of the process. While emphasis is placed on transparency and accountability in local governments, whether such operations will stir up similar audit winds in other municipalities remains a matter of curiosity in the public eye.
