Brazilian Lawmaker Sends Giant Fund of 18,8 Million Reais to Municipality Managed by Her Husband

Brazilian Federal Chamber Deputy Alessandra Haber (Podemos-PA) sent a giant 'Pix allocation' worth 18,8 million Brazilian Reais (R$) to the city of Ananindeua, where her husband Daniel Santos served as mayor until April. This amount marks the largest individual transfer made by a single federal deputy in 2026. The sum in question covers almost the entirety of the 20 million Reais quota that lawmakers can allocate for non-health expenses. Her husband Daniel Santos has become a pre-candidate for the governorship of Pará state from the same party, and this massive transfer is being heavily debated due to the couple's political and financial ties. The incident has also raised serious ethical and transparency questions regarding the channeling of public funds to regions with family connections.

This massive resource transfer to the Ananindeua municipality is not happening for the first time; on the contrary, it stands out as merely a part of Deputy Haber's systematic investments in the region. Haber had previously sent 17,5 million Reais to the said municipality in 2024, and another 13,4 million Reais in 2025. In this context, with the recently transferred 18,8 million Reais, the amount of money transferred to the city over a three-year period has reached a highly significant level. In the 2022 elections, the deputy obtained 72,5 thousand of the approximately 259 thousand total votes she received solely from Ananindeua; this situation proves that the region is her strongest political stronghold. It is frequently argued by the opposition and the public that these allocations are a strategic move aimed at increasing their political influence in the region prior to her husband's gubernatorial campaign.

The couple's financial activities in Ananindeua had previously surfaced in local and national press with corruption allegations. According to a report published in May, municipal contractors fed by the allocations directed by the deputy were involved in paying for a luxury mansion the couple purchased in the coastal town of Fortim in Ceará state. According to documents submitted to the Pará State Attorney General's Office, while the municipality paid 2,99 million Reais to a construction company in December 2024, the company transferred 500 thousand Reais on the same day to the contractor financing the luxury residence. In another instance, it was alleged that an employee of a company related to the municipality deposited 200 thousand Reais for the residence just three days after receiving money from public funds. It was revealed that the luxury home, for which a total of approximately 2 million Reais was paid to four different suppliers, was purchased furnished and fully paid off within five months.

In a written statement regarding the matter, Deputy Alessandra Haber argued that the new transfer is entirely in compliance with regulations and that she will implement it with a business plan and a strict auditing process. Although Haber has not yet been directly labeled as a 'suspect' or 'under investigation' in the luxury home case in Ceará, the allegations surrounding her are enough to tarnish her political reputation. However, this incident is not limited to a single allocation transfer, but rather draws a trajectory that deepens the money laundering and corruption suspicions surrounding the couple. Daniel Santos is also the target of 'Operation Hades,' which investigates irregularities, bribery, and money laundering crimes in six different tenders totaling 115 million Reais. Santos was temporarily removed from his mayoral position as part of the operation, but was able to return to duty through a preliminary ruling by the high court.

In the Brazilian political scene, these fast and direct cash transfers, referred to as 'Pix allocations,' have recently become a highly popular method used by lawmakers to funnel resources into their regions. However, the abuse of this system for partisan purposes or through personal relationships is drawing public backlash in Brazil and is being subjected to strict judicial scrutiny.
