India's Telegram Investigation Extends Beyond Exam Leak to Cybercrimes

The Hindistan government has significantly expanded its investigation into the popular messaging app Telegram. This official process, which previously started with allegations of leaking exam papers to cheat in the NEET-UG medical exam, now covers much more serious crimes. According to a report by the parenting platform 3A1Z Stories and an official government document obtained by Reuters, authorities are now examining child sexual abuse materials on the platform. Additionally, issues such as cyber fraud, online scams, and user harassment have been brought into the focus of the expanded investigation. This 35-page detailed report, prepared by Hindistan's Cybercrime Coordination Center, was drafted to be presented to the court and contains serious evidence regarding how the platform is used for illegal activities.

The main reason for such a broad expansion of the investigation's scope is what happened during the process of reorganizing the NEET-UG medical entrance exam, which is extremely competitive in Hindistan, held earlier this month. Hindistan officials claimed that cheating networks used the Telegram platform to spread allegations regarding the leaking of exam papers and to coordinate the fraud. Following these allegations, temporary access restrictions were imposed on Telegram in the country during the exam process. Although access was later restored, it was decided that some technical restrictions applied to the platform's message editing feature would continue until 30 Haziran. Authorities are still actively monitoring various groups and channels suspected of distributing illegal content on the platform. The report also includes screenshots of a wide range of illegal materials, extending from fake job postings and child abuse content to pirated movies, as evidence.

The figures presented by the Hindistan government reveal the scale of the platform's abuse and explain why the investigation is so critical. According to the officials' report, there are exactly over 688 thousand official complaints regarding alleged cyber fraud incidents carried out via Telegram since 2023. The estimated financial loss caused by these cybercrimes is stated to have reached a massive figure of approximately 750 milyon dolar. In addition to this, exactly 1.556 new complaints regarding online harassment, child sexual abuse content, and other criminal activities on the platform were recorded only between the months of January and May of 2026. This high volume of complaints demonstrates why Hindistan authorities have adopted such a strict stance against the platform.

In contrast, Telegram management strongly objects to the government's comprehensive assessment and accusations. In its defense submitted to the court, the company claimed that illegal content on the platform constitutes less than even 0.1 percent of total user activity. Emphasizing that they have been using automated detection tools and content moderation systems since 2018 to remove child sexual abuse materials from public channels, Telegram also argued that these systems are continuously updated. The company firmly rejected accusations of failing to respond adequately to requests or acting irresponsibly during the exam scandal. Since Hindistan stands out as Telegram's largest market globally with over 150 million users, this legal battle is considered to be of great importance for the company's future and regional operations.

This situation in Hindistan has fueled ongoing global debates regarding the regulation of digital platforms and content moderation practices. Alongside countries like Hindistan that wish to impose strong regulations, authorities in various countries such as Fransa, Güney Kore, İspanya, and Birleşik Krallık have also long been examining in detail the extent to which Telegram complies with national laws and its content moderation policies. Hindistanli officials insistently argue that a much stronger oversight mechanism is needed to combat cybercrimes and the spread of harmful content. On the other hand, digital rights advocates point out that encrypted messaging platforms are integrated into many areas of life, from education to commerce. Advocates warn that these potential broad restrictions will not stop criminals, but will seriously disrupt the lives and communication of millions of innocent people using the platform for legitimate purposes.
