Statement from the Kolombiya Health Inspection Board Regarding the 3.790 Million Pesos Flight Ticket Contract

The Kolombiya National Health Directorate (Supersalud) was forced to respond to growing political and public criticism following a flight ticket purchase contract worth approximately 3.790 million Kolombiya pesos. Allegations that the contract was made to finance the personal travels of General Director Daniel Quintero sparked a nationwide debate. Since the use of public resources in the health sector is already a sensitive issue, the transparency of such expenditures is of great importance. The institution rejected the allegations, emphasizing that the actual purpose of the contract was to sustain inspection and oversight activities across the country. In this context, it was stated that only a small portion of the resources was allocated to senior executives, while the majority was designated for fieldwork.

The statement made by Santiago Perdomo, a Medellín City Council Member from the Creemos movement, ignited the controversy. Perdomo criticized the situation, stating that funds were allocated for national and international flight tickets for the second half of 2026. The council member argued that such expenditures are concerning at a time when thousands of patients face difficulties in accessing medication, specialist appointments, and medical procedures. Additionally, the allocation of funds within the contract to the General Director's office and the Strategic Communication Office raised questions among the public. The contrast between the financial difficulties in the system and these expenditures drew the reaction of the opposition and citizens.

In response to the criticisms, Supersalud explained that the contract made for the remainder of 2026 is a routine procedure repeated every year. It was stated that under contract number 480, the funds were used to cover personnel traveling to different regions to carry out essential duties such as auditing, inspection, oversight, and citizen communication. According to the institution, such travels are vital for on-site inspection of healthcare providers and insurance companies within the health system. It was noted that the contract was executed via an electronic reverse auction method through the SECOP II platform to ensure transparency, and the lowest-cost bid was accepted. Officials insisted that this process is an open procedure that can be reviewed by any citizen.

Details regarding the distribution of resources are at the center of the institution's defense. According to Supersalud's statements, only 1.4 percent of the total value of the contract, which is approximately 54.5 million pesos, was allocated for travel expenses for the office of General Director Daniel Quintero. In contrast, it was emphasized that 98.6 percent of the contract would be used to finance the travels of technical teams and inspection personnel across the country. These personnel need to travel to various regions to inspect health system actors, investigate complaints, and conduct audit activities. With this statement, the institution tried to prove that the vast majority of the resources went to fieldwork aimed at improving public health services.

The incident holds a significant place on the country's agenda as it occurred at a time when the Kolombiya health system is grappling with financial and operational challenges. Supersalud is under intense scrutiny as a high-level inspection board tasked with correcting system flaws and protecting patient rights.
