US Commander in Beirut: Critical Step for Lebanon-Israel Agreement

The commencement of the implementation of the framework agreement reached between Lübnan and İsrail is considered a significant turning point despite the tension in the region. The clashes that occurred in recent hours between İsrail forces and Hizbullah on the southern border revealed the fragility prevailing on the ground and the risk of the situation escalating into a broader conflict at any moment. However, this military tension could not overshadow the strategic importance of starting to implement the framework agreement between the countries in the trial regions. The implementation of the agreement constitutes a rapid and strong response to the doubts and criticisms regarding the process. At this stage, it has become clear that the calculations of those who tried to collapse the agreement by referencing previous experiences are largely inconsistent.

The development that most clearly demonstrated the collapse of the opposition to the agreement has been the stance of the Körfez İşbirliği Konseyi. The Körfez İşbirliği Konseyi declared very strong and explicit support for the framework agreement between Lübnan and İsrail. This situation deeply disappointed some Lübnan figures who oppose conducting direct negotiations with İsrail and claim to have close relations with some Gulf countries. Because these figures were based on unfounded assumptions that their regional connections would help them obstruct the agreement. This unexpected support from the Gulf countries has become a critical factor that further deepens the political isolation of the opponents.

Moving beyond political and regional discussions, attention is now focused on the procedural details regarding the implementation of the agreement. These details represent the ultimate stage that will test the seriousness and determination of the Lübnan state towards the process. At the same time, this process will reveal how sincere America Birleşik Devletleri and İsrail are in making the agreement successful and strengthening the Lübnan authority. The Lübnan administration will have the opportunity to respond with actions against the aggressive campaigns conducted against the agreement and the pressures of its İran allies. In light of all these developments, the visit to Lübnan by Tümamiral Brad Cooper, Commander of the US Central Command Central Region, gained great importance. The main purpose of Tümamiral Cooper's visit, who came from İsrail, is to provide detailed briefings regarding the implementation mechanisms of the framework agreement between the two countries. The said agreement is planned to be implemented under American supervision and oversight. This high-level military contact reveals how active Washington's diplomatic and strategic engagement in the region is. The coordination of the steps to be taken to ensure the smooth execution of the agreement is at the top of Cooper's agenda.

As part of Tümamiral Cooper's intensive contacts in Beyrut, he was officially hosted by Cumhurbaşkanı Joseph Aun at the Baabda Sarayı. Keith Hannigan, Chargé d'Affaires of the ABD Embassy in Beyrut, also attended this critical reception. Furthermore, General Joseph Cleaveland, head of the mechanism team, participated in the discussions and made assessments regarding the technical military dimension of the process. This high-level inter-delegation meeting indicates that the institutional and operational infrastructure required for the implementation of the framework agreement on the ground has been established. Thus, Lübnan has reached the threshold of concrete steps in the phase of putting this historic maritime delimitation and security agreement into effect.
