Hair salon owner in Poipet arrested for chaining and torturing cleaner for four days on the grounds that she stole her Chinese boyfriend's phone

30-year-old Kum Lika, the owner of a hair salon in Poipet, Cambodia, was arrested by gendarmerie forces on charges of torturing and illegally detaining 59-year-old Ut Khon, a cleaner working at her house. The incident allegedly occurred after Khon confessed to stealing three mobile phones belonging to Lika's Chinese boyfriend and selling them for a total of 50 US dollars. Til Tailiv, a gendarmerie official, confirmed the incident, stating that the suspect accepted the charges and was very angry because the victim sold the phones. Ut Khon, the victim of torture, claimed that she was subjected to violence, chained, and threatened for four days until she escaped from the suspect and applied to the police. The incident came to light in Poipet, which has a complex population structure mostly consisting of Chinese nationals and is known for frequent illegal fraud operations in the region.

Khon stated that she had been living with the suspect Lika for over three years and working as a cleaner in her house. The two generally ate meals together, and the victim recalled describing their relationship as being like "mother and daughter." However, the situation turned extremely violent when Khon stole three of the numerous computers and mobile phones that Lika's Chinese boyfriend kept in the house, and sold them for about 50 dollars. Khon expressed regret for selling the phones and stated that instead of returning to the hair salon after the incident, she fled and went to the police. According to the victim's statement, Lika beat her with a stick, threatened to cut off her fingers and toes, and kept her locked in the house. This violent incident, which lasted for four days, ended when the victim managed to climb onto the roof, jump down, and then take a motorcycle taxi to her sister's house.

Based on the victim's statement, gendarmerie forces arrested Lika on 28 Haziran and sent the case file containing the charges to the Provincial Court on the morning of 29 Haziran for further legal proceedings. The charges include intentional infliction of violence and illegal detention. When Lika was arrested, a 30-centimeter meat cleaver with a wooden handle was seized by the gendarmerie at her workplace named Kaka Salon.
