Zohran Mamdani Closes Part of Notorious Rikers Island Jail

New York City Mayor Zohran Mamdani has announced the closure of a facility on Rikers Island, marking a 'milestone' towards meeting his pledge to fully shut the notorious jail complex. On Monday, city and jail officials said the North Infirmary Command, which recently housed 223 people, was permanently closed. The move was made possible by the opening of an offsite therapeutic housing unit for those with complex medical needs in April. Rikers, one of the US's most expensive jails, has long been the site of violence, mismanagement and dysfunction, with inmates subject to beatings, routinely denied medical care and put in solitary confinement.

At least 120 people died whilst incarcerated at Rikers between 2014 and 2022, according to local news outlet City & State. For decades, campaigners have argued that the prison can't be reformed and must be shut down. Mamdani said, 'Rikers Island has represented one of the deepest failures of our city government. It has failed people in custody, correction officers and every New Yorker who believes our justice system should live up to its name.' He added, 'This milestone brings us closer to ending that chapter. We are replacing a system built around neglect with one centred on rehabilitation and accountability because public safety and human dignity are not competing values.'

In 2017, New York City committed to a long-term plan for closing Rikers Island. Former mayor Eric Adams, however, failed to comply with key legal milestones related to the closure plan. Mamdani has said he is committed to closing the jail, but has said meeting the 2027 deadline will be 'practically impossible to fulfill, because we've seen years of a flouting of not just recommendations, but requirements.' The Department of Citywide Administrative Services will be tasked with creating a plan for how Rikers will be used once it is no longer a prison.

Commissioner Yume Kitasei said, 'We're already seeing many possibilities that can benefit our city for years to come, from renewable energy projects to other public purposes, particularly those with an environmental justice lens.' In February, Mamdani appointed former Rikers inmate Stanley Richards as New York City's commissioner of the department of correction. Richards is the first person who has served time to lead the department. This appointment is seen as a significant step towards criminal justice reform.

The closure of Rikers Island comes after years of activism and legal battles. The jail has faced international criticism for its inhumane conditions and high death rates. The Mamdani administration is working to accelerate the closure process and establish alternative rehabilitation centers. The closure of the North Infirmary Command is a concrete step in this direction.

In the coming period, plans will be made for the complete closure of Rikers Island and the reuse of the land. Options such as environmentally friendly projects and community centers are being considered. Mamdani has promised to build a system where justice and human dignity can coexist.
