A Ten-Year Development Plan is Being Prepared for the Buffalo Waterfront

New York State is spearheading the preparation of a comprehensive new master plan covering the area between the Erie Basin and Cobblestone districts in downtown Buffalo. This strategic step is expected to shape the upcoming ten-year growth, investment, and transformation processes in Canalside, KeyBank Center, the Cobblestone District, and along the Buffalo River waterfront. Led by Empire State Development (ESD), the project aims to bring local stakeholders together around a common vision. As part of the study, the effectiveness of prior investments will be maximized, and increasing the population density of the area will be targeted. The geographical area targeted by the new strategy encompasses a highly expansive region stretching from Erie Basin Marina to Michigan Avenue. This planning area is bordered by the Buffalo River and I-190 highway, and also includes Sahlen Field, one of the city's significant facilities. New York Governor Kathy Hochul emphasizes that this initiative is a major turning point for the Buffalo waterfront for the next decade. According to Hochul, the development momentum that has been ongoing for years will be combined with this new vision, ensuring that the area remains vibrant not only during the summer months but throughout the entire year. Thanks to the detailed analysis of market demands and the empowerment of local partners, the new investments are planned to strengthen not only the waterfront but the entire Western New York region.

To ensure the strategy is built on a solid foundation, a professional planning and consulting firm will be commissioned by Empire State Development. This firm will begin its work by conducting a comprehensive analysis on the urban design and market dynamics of the area. Throughout the studies, consultations will be held with all local stakeholders, and a holistic vision for the region's future will be created. The obtained data and data-driven insights will be presented to ESD, ECHDC, Erie County, the city of Buffalo, and other private sector representatives to be used as a guiding tool. Taking financial feasibility and market demands into consideration, a flawless development map that integrates seamlessly with the city's other existing major projects will be drawn.

This master plan study comes to the agenda right in the middle of numerous large projects being simultaneously brought to life in the downtown area, which have already created a significant investment momentum. Among the urban transformation projects, the start of construction for Pennrose's mixed-use North Aud project and the regaining of momentum in the construction of Heritage Point, carried out by Sinatra Development Company, are drawing attention. The growing presence of the Golisano Institute for Business & Entrepreneurship, which will offer training in management and entrepreneurship, also enhances the prestige of the region. In addition to these, the grand opening of NFTA's DL&W Terminal facilities and the reconstruction of affordable housing in the Commodore Perry Homes and Marine Drive Apartments areas by the Buffalo Municipal Housing Authority directly impact the housing and quality of life in the region.

Buffalo Mayor Sean Ryan, in his statement regarding the matter, noted that collaborations are the most crucial element that will elevate the city to a better level. Mayor Ryan thanked Governor Kathy Hochul for her close attention and support to Buffalo and the Western New York region. He expressed that this strategic initiative will serve as a vital tool in guiding future development and growth in the downtown area. Ryan's administration believes that this new data will complement their own vision and transform the central business district from being merely a place for people working between 09:00 and 17:00 into a livable and enjoyable living space. Nevertheless, local residents and development observers do not hesitate to express some concerns regarding the implementation and administration process of the project; specifically, past complaints regarding the implementation speed of the 2009 Canalside master plan and the efficiency of administrative managements raise hopes that the new process will be faster and more effective.
