Delhi Lieutenant Governor Sandhu Demands Zero Tolerance on Urban Encroachment

Delhi Lieutenant Governor Taranjit Singh Sandhu, chairing a meeting of the Delhi Development Authority (DDA) Advisory Council, called for a ruthless and uncompromising policy against real estate encroachments across the city. Sandhu directed the effective and aggressive use of technological means to identify and prevent unauthorized infringements, particularly on official lands and structures. He emphasized that field inspections must be strengthened to instantly detect any unauthorized activity and enforce necessary penalties. Asserting that violations of legal limits are unacceptable, the Governor urged the bureaucracy to be more proactive in urbanization and land management, marking these directives as a turning point for preserving planned development and public resources.

In line with this new strategy, DDA officials announced that 14 special mobile squads (flying squads) under the Land Management Department are actively operating in the field. These teams conduct daily periodic checks and field surveys to detect illegal structures and encroachments. As a result of these strict measures, approximately 241.51 acres of government land were retrieved as of April 2025. Additionally, 235.96 acres of land in development areas were cleared of illegal structures. These data serve as concrete evidence of the physical and legal success of the zero-tolerance policy.

A key agenda item was the extensive drone (UAV) survey aimed at digitally mapping the city's entire land and building stock. Conducted under a tripartite agreement between the DDA, Delhi Municipal Council, and Survey of India, the project aims to cover 1,370 square kilometers, with 1,122 square kilometers successfully completed so far. This technological infrastructure is expected to prepare a fair and transparent ground for future planning and play a critical role in preventing unauthorized construction.

The meeting, which brought together MPs Ramvir Singh Bidhuri and Sudhanshu Trivedi along with senior officials, signaled political will beyond bureaucratic procedure. Participants supported the Governor's tough stance, emphasizing the importance of a centralized system. The attendance highlighted that the issue concerns national security and public interest, requiring a collaborative approach moving forward.
