Mandatory Fire Pond Requirement for Waste Facility in Fransa

A critical deficiency in terms of fire safety was identified at the Croix-Mare waste collection and recycling facility located in the Normandiya region of Fransa. Following an inspection conducted by the Regional Directorate of Environment, Planning, and Housing (Dreal), it was revealed that the facility lacks a fire water retention pond with sufficient capacity. It is a legal requirement for facilities with fire risks to be equipped with infrastructure that can retain firefighting water on-site without spreading it to the environment. Otherwise, the seepage of water used for fire intervention into the environment has the potential to cause irreversible environmental problems such as soil and water pollution. It was determined that the existing infrastructure at the Croix-Mare waste facility would be insufficient to contain firefighting water within the facility boundaries in the event of a fire. This deficiency was evaluated as a serious non-compliance that jeopardizes not only the facility's own safety but also the protection of the surrounding natural life.

In the official decree issued by the Prefecture, it was explicitly stated that the current state of the facility does not meet fire safety standards. According to the relevant regulations, waste facilities must be able to safely collect and retain firefighting water. However, a physical inspection revealed that the current system cannot provide this capacity and carries the risk of firefighting water spreading to the environment in an uncontrolled manner. According to the statements in the official document, the facility operator is requested to rectify this situation urgently and make the necessary infrastructure investments. Otherwise, it is noted that the facility may face sanctions such as the temporary or permanent suspension of its operations.

In line with the instructions under the regulation, it was made a condition to build a completely leak-proof fire pond with a water retention capacity of at least 152 metreküp at the waste facility. This pond is planned to be specially designed to safely accumulate the firefighting water to be used in a possible fire and prevent it from leaking into the environment. In addition, the installation of a diversion valve between the system collecting water from the facility surface and this new pond is among the technical requirements included in the decree. Thanks to this valve, the mixing of rainwater accumulated under normal weather conditions with firefighting water will be prevented, and the system can be quickly activated during emergencies. The flawless installation of this technical infrastructure stands out as a prerequisite for the facility to complete its legal compliance process and continue its operations safely.

Making a statement on the matter, the Yvetot Normandie local government unit stated that they received the official notice sent to them and acknowledged the fact that the facility does not comply with the regulations. Authorities stated that they have made the necessary planning to rectify the current situation and initiated a scheduled process for solving the problem. According to the information shared by the local government, the construction of the fire defense pond will begin in Eylül and will be brought to the facility. In this context, it is envisioned that preliminary preparations for the construction projects that will strengthen the infrastructure of the existing facility will commence in the near future. While environmental scientists and the local public emphasize that extra care must be taken to avoid any fire risk during the period until Eylül, authorities argue that temporary measures have been taken to safely overcome this period.
