114 Million Euro Investment in Water Infrastructure in Italy's Ferrara Province by 2029

In the Ferrara province of Italy's Emilia-Romagna region, a new Operational Intervention Plan (Poi) covering the years 2026 to 2029 has been approved to improve the quality of water and wastewater services. According to this comprehensive plan announced by Atersir, the agency overseeing water and wastewater services in the region, a massive investment of 114,8 million euros is foreseen for the Ferrara territory. The said plan was accepted unanimously with the gathering of the mayors across the province at the local council. These colossal projects, planned to be implemented within the next four years, aim to strengthen the region's integrated water services and ensure regular maintenance of the existing infrastructure. This situation is considered an important step that will pave the way for the local population to access higher quality and uninterrupted water services.

Looking at the detailed budget distribution, it is seen that the said massive investment is shared between two main service providers. Accordingly, the 79,6 million euro portion of the total amount will be managed by Hera Spa, one of the region's leading companies. This company will be responsible for carrying out extraordinary maintenance works and various physical improvements on water networks and treatment facilities. The remaining part, exceeding 35 million euros, has been designated to be under the responsibility of the Cadf Spa company. The coordinated work of these two organizations aims to ensure that all planned infrastructure projects are completed flawlessly within the specified time frame. The said financing is of highly critical importance for the modernization of water management systems in the region.

When past period data is evaluated, it is clearly seen that the determination of the Ferrara region regarding water infrastructure has yielded concrete results. The reports evaluating the year 2024 reveal that more than 28,4 million euros of investment was made in that year alone, even for just completed projects. In this context, Hera Spa utilized a budget of 16,6 million euros by successfully finalizing 69 different projects encompassing water storage, treatment, and sewage lines. In the same period, Cadf Spa completed 59 different projects, providing major contributions to water networks and treatment facilities, and made an investment of 11,7 million euros in this field. These figures prove that both institutions respond to the needs of the region quickly and effectively.

The direct reflection of these financial efforts on the region's population is quite remarkable. According to the 2024 data, investments in integrated water services in the Ferrara province reached an average of 83 euros per capita. This average indicates not only a success at the provincial level but also a performance exhibited above the overall average of the entire Emilia-Romagna region. The generous approach of local governments and authorized agencies towards water infrastructure is essential for region residents to access healthier and more modern services. Thanks to this stable investment policy, it is foreseen that losses in networks can be prevented and service quality can be increased permanently. The annual investment figures across the region made a tremendous leap, rising from 158 million euros in 2016 to over 328 million euros in 2023. Accordingly, the per capita investment amount in the region, starting from 36 euros and reaching 74 euros, has managed to surpass the national average of 69 euros. With around one thousand new projects, maintenance works, or network renewals being implemented every year, the region strengthens its infrastructure more and more each day. All these systematic plannings reflect Atersir's goal of increasing the welfare of the region's population by elevating water management beyond national standards in collaboration with local governments and service providers.
