Proposal to Revitalize the European Legislation Working Group of Kastilya ve Leon Approved

At a meeting held in the Senate of Spain, the Standing Committee of the Conference of European Regional Legislative Assemblies (CALRE) addressed the proposal of the President of the Parliament of Kastilya ve Leon, Francisco Vázquez. The committee approved the request to revitalize and coordinate the Working Group on European Legislation and Public Investments. For this proposal to be finally approved, it must also be approved by the CALRE General Assembly. However, the unanimous agreement of all committee members on the issue demonstrates that the proposal is strongly supported. The development stands out as a significant part of the efforts of regional parliaments to become more actively involved in the European Union processes.

The initiative in question aims to strengthen the role of regional assemblies in the processes of managing the fundamental policies and public investments of the European Union. The activation of the working group will allow the sharing of best practices regarding public investments among member states and regions. Furthermore, it is aimed to monitor more closely the direct impacts of community policies on local governments and regions. Thanks to this structuring, it is planned to establish a stable operational framework so that the working group can continue its activities uninterruptedly and effectively. Thus, decision-makers at the regional level will be able to contribute in a much more integrated manner to Europe's financial and legal processes.

The President of the Parliament of Kastilya ve Leon emphasized that the current situation of the European Union requires regional assemblies to take on more responsibility. He stated that local parliaments should be included in the process, especially on critical issues such as the management of European funds and ensuring regional cohesion. A detailed assessment of the impacts of European legislation on local autonomy powers constitutes one of the main motivations of this proposal. Vázquez argued that the views of regional lawmakers must be taken into account in order to understand how the decisions taken by central structures resonate on the ground. In this regard, it is of great importance to consider local dynamics in the stages of the implementation of the law and the operation of financial processes.

According to the official statement made, the Parliament of Kastilya ve Leon will actively participate in this new working group and share its knowledge with all members. The regional assembly continues to demonstrate its openness to cooperation by transferring its own institutional experiences to other parliaments under the CALRE umbrella. The main objective is to make the European integration process felt much more closely by European citizens and local communities. Thanks to the strengthening of inter-institutional dialogue, it is aimed that the decisions taken will directly benefit the daily lives of the public. This initiative also paves the way for regions to make their voices louder in Brussels and to defend their interests more effectively.

The Conference of European Regional Legislative Assemblies (CALRE) is an important platform established in 1997 that brings together the presidents of regional parliaments with legislative powers in Europe. The institution was created with the aim of strengthening the regional dimension of the European Union, promoting participatory democracy, and advocating the principle of assisting in decision-making mechanisms. It currently hosts 69 regional legislative assemblies from various states affiliated with the European Union. This structure, which encourages inter-parliamentary dialogue, plays a critical role as a bridge in bringing regional issues to the general agenda of Europe. The acceptance of the proposal of Kastilya ve Leon is considered a defining step in shaping the future work of this large umbrella organization.
