Kazakhstan Established a Special Committee for the Rapid Development of Alatau City

Kazakhstan's Prime Minister Olzhas Bektenov announced the establishment of a new Operational Committee aimed at accelerating the development processes of Alatau, the country's newest city. This step is considered a critical move toward implementing the new special legal regime to be applied in the region. During the Alatau City Council meeting held on 10 July, officials discussed the steps within the scope of the Constitutional Law that entered into force on 1 July. Prime Minister Bektenov emphasized that the constitutional reforms initiated by President Kassym-Jomart Tokayev form the basis of the country's economic transformation. It is aimed for Alatau to become one of the most important driving forces in Kazakhstan's development during this new period.

A temporary Land Relations Commission has also been approved to prevent disruptions regarding land allocations that arose during the city's construction and planning process. This commission is tasked with managing land use issues and paving the way for priority investment projects until the city's main master plan is fully finalized. Alisher Abdykadyrov, Chief Executive Officer (CEO) of the Alatau City Authority, reported that significant progress has been made regarding the city's legal framework, management structure, and investment strategy. Infrastructure improvements in existing neighborhoods such as Yntymaq, Koyankus, Zhetigen, Zhanadauir, and Zhanatalap are also continuing at full speed. Relevant institutions are simultaneously meticulously preparing the city's legislative infrastructure and strategic planning documents.

Officials aim to complete the long-term development plan of Alatau City extending to the year 2055 by the end of 2026. In addition to this comprehensive vision, a master plan and development strategy that will shape the city's development up to 2040 will also be prepared. These planning documents are being drafted in close collaboration with international consulting firms ARUP and Boston Consulting Group (BCG). These international partnerships aim to help the city achieve a modern and sustainable infrastructure that meets global standards. It is planned for Alatau to become the most important technology and economy hub in the Central Asia region in the future.

Three flagship projects are being implemented for Alatau to cease being an ordinary city and become a new-generation digital hub. The first of these, the K-Smart City project, envisages creating a 330-hectare pilot area using South Korea's smart city technologies. The Alatau AI-Driven City project will provide real-time urban control capabilities by integrating digital twins, artificial intelligence, and big data into city management. Furthermore, within the scope of the Alatau Crypto City project, a comprehensive Web3 ecosystem supporting digital assets and blockchain-based services will be built. Thanks to these projects, the city aims to become a globally innovative example in taxation, official procedures, and urban services.

The economic implications of the mega project have reached highly impressive dimensions, as Alatau already possesses a massive portfolio consisting of 53 investment projects. These giant investments, valued at approximately 2 trillion tenge (3.8 billion US dollars), are expected to create around 51 thousand new jobs in the region. Among the largest planned investments are the construction of the Iconic Complex, exceeding a billion dollars, and the manufacturing facilities of global giants such as PepsiCo and Mars. Officials state that this intense interest from international companies clearly proves Alatau's potential to become a global investment hub. The Kazakhstan government once again demonstrates its determination to make the country a regional center of attraction with all these strategic steps.
