Kazakhstan Prepares to Become a Regional Education Hub with Foreign University Branches

Kazakhstan's strategy to attract foreign universities to the country has already outgrown a small pilot program. According to government data, as of July 2026, partnerships were established with 40 foreign institutions, and 32 foreign university branches were opened. While approximately 12,000 students study at these institutions, 1,500 faculty members are employed, 500 of whom are foreign.

Universities from Europe, North America, Russia, China, and South Korea provide education across a wide spectrum, from campuses in Astana and Almaty to specialized programs in cities like Turkistan and Petropavl. By importing degree programs, teaching methods, and university brands, the country aims to retain local students and attract more students from abroad. In 2025, the international student population in Kazakhstan reached 35,075, an 11 percent increase compared to the previous year.

These developments parallel the trend of students increasingly seeking international education in their own countries instead of traveling to a few traditionally preferred nations. Established institutions like Coventry University note that tightening visa and immigration policies make it harder for students to come to the United Kingdom, prompting a strategy to deliver education directly to them. Kazakhstan, thanks to the size of its domestic market and its regional location, aims to become the central hub of this global trend.
