In a statement from the Governor's Office, it was noted that once a fire gets out of control, it can threaten a wide area, from power transmission lines to communication infrastructure. It was recorded that especially during the hot and dry weather conditions of the summer months, with the effect of the wind, even a small spark can turn into a large-scale forest fire. It was emphasized that this situation is not limited to agricultural lands and poses a direct risk to the life and property safety of residential areas. Authorities underlined that to prevent a possible disaster, all precautions must be taken, and fires should never be lit in areas prone to spreading.

In addition to its environmental and agricultural damages, the negative effects of stubble burning on human health have reached a level that cannot be ignored. During the harvest season, fires started in multiple fields create a dense layer of smoke in the region, dramatically reducing air quality. This smoke triggers various health problems, especially respiratory diseases, and negatively affects vulnerable groups. The Governor's Office stated that the resulting smoke seriously threatens not only humans but also the surrounding natural life and other ecosystems. Efforts are being made to raise public awareness that this method must be completely abandoned to protect clean air and ensure public health.

As an alternative to the traditional stubble burning method, farmers are offered more modern and sustainable agricultural techniques. Agricultural experts and governor's office officials recommend that combine harvesters operate as low as possible during the harvest process, leaving less plant residue in the field. It is possible to bale the remaining stalks and straw to be converted into economic value as animal feed or bedding material. In addition, mixing the plant residues left in the field directly into the soil with the help of stalk chopper machines increases the humus content of the soil, allowing it to function as a natural fertilizer. It is stated that these methods will both increase agricultural yield in the long term and reduce environmental pollution and fire risk to zero.

Local administrations and citizens have great responsibilities in monitoring the issue and implementing preventive measures. The Malatya Governor's Office specifically emphasized that neighborhood headmen (muhtars) should raise awareness among the local population and closely monitor agricultural lands. Citizens who witness stubble burning in any area are asked to report the situation immediately to the 112 Emergency Call Center or law enforcement. High administrative fines will be imposed on individuals who violate the rules and endanger the environment under the Environmental Law No. 2872, the Provincial Administration Law No. 5444, and the Misdemeanors Law No. 5326. By announcing that in necessary cases, authorities will not limit actions to penal fines and will also initiate judicial processes, attention has been drawn to how serious the law is.
