Social Housing Support for 106 Families in Need from the Municipality of Ovar, Portekiz

The municipality of Ovar, Portekiz, has reached the stage of implementing a major social housing project aimed at low-income citizens in the region. A total of 106 apartments from the municipal social housing stock have been allocated to be leased to the families most in need of economic and social assistance. The definitive list of selected families has been officially approved, and the process is progressing rapidly. This initiative represents just one of the long-term strategies the municipality is pursuing to support the right to housing and strengthen social equality. The families are planned to be settled in their new homes shortly.
Two-bedroom (T2) apartments make up the majority of the housing to be distributed, accounting for 52 of them. These are followed by 41 three-bedroom (T3) and 12 one-bedroom (T1) apartments. The houses are strategically located in the Cortegaça, Ovar, and Válega neighborhoods (freguesia). Among these locations, the highest share is allocated to the center of Ovar with 65 apartments, while Válega and Cortegaça participate in the process with 30 and 11 apartments, respectively. This distribution is the result of a comprehensive planning carried out by the municipality, taking into account areas of need and existing infrastructure.
The acquisition and extensive reconstruction of these houses have required a significant financial investment. This large-scale investment has been meticulously carried out under the municipality's Local Housing Strategy (ELH). Furthermore, the project was shaped within the framework of the '1.º Direito' support program for housing access, creating an important support mechanism at the national level. A large portion of the project's financial dimension has been financed through the country's Recovery and Resilience Plan (PRR) and supplemented with government support. Thus, it has once again been proven how local governments can enhance social welfare by working in an integrated manner with European Union funds.
The application process was structured based on a rigorous assessment to identify households most in need of social and economic support. Families who had previously registered for social housing and were identified in the system qualified to apply for this opportunity. The allocation procedures will be carried out under a 'supported leasing' regime, where rents are determined according to the actual income level of each household. This rent model aims to alleviate the financial burden on families, preventing them from overlooking their basic needs. It is also envisioned that the rent amounts will be dynamically adjusted according to future changes in the tenants' income status.
The primary priority applied in the housing allocation has been to rescue individuals currently living in unhealthy, dilapidated, or precário housing conditions. Following this criterion, a ranking was established by meticulously evaluating the families' level of financial hardship and current housing situations. The program has a fair and inclusive structure, encompassing Portekiz citizens as well as foreign citizens holding valid residence permits or official registration documents. This comprehensive approach contributes to the socioeconomic integration of disadvantaged groups, thereby supporting social harmony. This exemplary initiative by the municipality of Ovar also serves as an inspiring model for other local governments in their social housing policies.
