Red Deer County Council Approves $500,000 for Broadband Project

The Red Deer County council has approved a $500,000 support package to provide financial relief to the broadband internet provider. The funds in question will be transferred to a company called Rural Connect Ltd. (RCL) and will cover a portion of the $5.5 million completed infrastructure investments for which the municipality is responsible. This temporary injection of financing aims to enable the company to continue its operations for another two months until long-term financing arrangements are made. Because the council previously rejected a $5 million loan guarantee offer, RCL was forced to invoice the municipality for the completed fiber optic work. Officials state that this $500,000 payment will open a critical window of time for the council to plan its future steps.

Rural Connect Ltd. is a municipally controlled company established to bring high-speed internet to the rural areas of Red Deer County with inadequate internet infrastructure. This structure, in which the Village of Delburne and Paintearth County also participate as partners, is responsible for carrying out a multi-year broadband project initiated in 2019. Over the past two years, the company has successfully and steadily expanded its network infrastructure for communities such as Poplar Ridge, Linn Valley, Valley Ridge, and Dickson. To date, more than 1,500 homes have been connected to high-speed fiber optic internet, and approximately 38 percent of these households have subscribed to the system. However, the company's main goal is to establish a self-sustaining network structure that can stand on its own financially and does not require continuous external funding.

RCL management estimates that approximately $10.4 million more in investment will be needed to sufficiently grow the customer base to reach this financial sustainability point. However, due to ongoing financial uncertainties, the future construction phases of the project are currently halted. Mayor Brent Ramsay stated that the $500,000 allocated from reserves will help pay for the already completed work and provide the council with an opportunity to determine a long-term roadmap. During this two-month period, financing discussions are planned to take place with EQUS, Canada's largest member-owned electricity provider and a minority shareholder in RCL. Although EQUS had previously provided funds to the company, it decided to withdraw from capital financing as of June 2025.

Mayor Ramsay suggests that a model similar to the financing of the Red Deer Regional Airport in the future could also be applied to RCL. The municipality currently makes an annual payment of approximately $1.6 million to cover the airport's operational expenses and support its capital improvements. Council member Julie Brewster expressed concerns about whether RCL will reapply for additional financial support once the two-month period expires. Ramsay emphasized that the primary purpose of this payment is to buy time for the council to discuss long-term strategies, and how the process will proceed will be shaped as a result of these discussions. Council members harbor serious concerns that the current uncertainty and the possibility of financial support being suspended could threaten the overall success of the project.

Deputy Mayor Dave Dittrick explicitly stated that the council's uncertainty regarding the level of support is directly and negatively impacting RCL's efforts to expand its customer base. Dittrick added that if the Red Deer County council does not support Rural Connect, no one else will, making it ten times more difficult to acquire new subscribers. The company's inability to present a stable financial outlook causes potential subscribers to hesitate to make the transition to the system. Against the backdrop of all these developments, it is known that a total investment of $32 million has been made in the broadband project, which began in 2019. $12 million of this massive investment was provided by the federal and provincial governments that supported the project from start to finish, while the remaining portion was financed by local resources.
