Ukrayna Deputy Prime Minister and Minister of Energy Denis Şmigal held a critical assessment meeting aimed at preparing the Herson region for the autumn and winter seasons. During the meeting, issues such as strengthening the region's energy infrastructure and increasing its resilience against temperature drops were discussed. Regional officials and managers of energy institutions came together for comprehensive consultations regarding the current situation. At the meeting, various decisions were made to expedite repair works at previously damaged energy facilities. Şmigal emphasized that all planned operations must be completed on time for the region to pass the winter months smoothly.

Significant internationally supported equipment transfers are being implemented to make the region's energy grid more reliable. In this context, a high-capacity power transformer was provided to a regional community by the Japanese international cooperation agency JICA. With the said transformer being commissioned, the stability of the electricity grid and uninterrupted energy flow in the Herson region are guaranteed. Additionally, it was announced that preparations for the procurement of three additional power transformers through the United Nations Development Programme (UNDP) are ongoing. These steps represent a systematic approach to uninterruptedly meeting the energy needs of the region's population and critical infrastructure. The procurement of equipment worth a total of 27,1 million Euro for enterprises in the Herson region from funds created to support the energy infrastructure has been approved. It was reported that contracts worth approximately 13,1 million Euro have been signed so far in this context, and the processes are progressing rapidly. Within the scope of the completed agreements, power transformers, storage batteries, special-purpose vehicles, and emergency response equipment are being dispatched to the region. Furthermore, the procurement of additional equipment for the region is planned through the SPARC program, which is financed by the United States government. This logistical activity aims to significantly strengthen the region's defense mechanisms against potential power outages. Special measures are being taken particularly for the frontline regions where the war continues intensely and energy facilities are frequently targeted. In this context, it was decided to install modern energy storage systems with a capacity of one megawatt in each frontline region. While deliveries of the said systems are being carried out to the Harkev region, an agreement was also reached on the supply process for the Herson and Mikolayiv regions. A total of eight energy storage units, procured with the contributions of Swiss and Swedish companies, will balance the grid load more quickly and improve the overall performance of the system. These modern technological devices are designed to have the capacity to respond instantly to sudden energy demand fluctuations. At the meeting, the "Promin Nadiyi" (Ray of Hope) project, which aims to increase the energy independence of healthcare facilities in the Herson region, was also discussed in detail. It was stated that five healthcare institutions in the region are included in the project, and solar panels will be installed to provide uninterrupted energy to these facilities. Currently, the preparation stages of the technical documentation, which will lay the groundwork for the installation of solar energy systems for the mentioned healthcare centers, are ongoing. This renewable energy-oriented initiative aims both to prevent hospitals from being left without electricity during potential crises and to reduce energy costs in the long run. Officials stated that the said projects will improve the overall quality of life in the region and also help maintain public health services without disruption during crisis periods.
