Amazonas Government Undertakes Extensive Changes in State Units and Ministries

The Amazonas Government made significant changes to the state's administrative structure through decrees published on 2 and 3 July. Announced in the Official State Gazette (Diário Oficial), these new regulations involve a comprehensive restructuring of various ministries and agencies linked to the Executive Branch. Within the scope of these changes, staff reorganizations were carried out in several institutions, notably the State Secretariat for Social Assistance and Combating Hunger (Seas) and the State Secretariat for Justice, Human Rights, and Citizenship (Sejusc). Additionally, appointments and dismissals were made in three affiliated institutions: the Amazonas Culture Television and Radio Foundation (Funtec), the Amazonprev Foundation, and the Amazonas Institute of Weights and Measures (Ipem-AM). These moves were implemented to increase efficiency in regional public administration and ensure that new policies are deployed to the field more rapidly.

One of the most notable names among the recent changes is Ana Beatriz Lobo Moutinho Breval, who was appointed to the Secretariat for Social Assistance and Combating Hunger (Seas). Breval, who previously served as the Chief of Staff to the State President (Casa Civil), was nominated for this new and critical role. With her appointment, the previous secretary, Adilce Lane Edwards de Araújo, stepped down from her position, and the management of the department was officially transferred. In parallel, it was announced that the former executive and deputy secretaries within Seas were also dismissed under the decree. This comprehensive staff change is interpreted as an indication of the government's effort to add a fresh vision to its social policies.

Another aspect of the administrative changes involves the state's public service and communication institutions. In this context, Sildomar Abtibol, a former member of the Manaus city council, was appointed as the deputy executive secretary of the Secretariat for Justice, Human Rights, and Citizenship (Sejusc). This secretariat, which will operate in sensitive areas such as the promotion of human rights and the protection of vulnerable groups, aims to benefit from Abtibol's political experience. On the other hand, journalist Lúcia Cordeiro Pereira was appointed to head the Amazonas Culture Television and Radio Foundation (Funtec), which is the heart of the state's official communication network. Cordeiro officially assumed office as the institution's new president, replacing Oswaldo Jodas Lopes Filho, who had held the position since 2019.

Significant rotations were also observed in financial and administrative institutions. For instance, lawyer David Amorim Toledo was appointed as the new president of the Amazonprev Foundation, which is responsible for the state's retirement and social security services. Toledo, known for his expertise in public administration and his experience in state governance, took over the foundation succeeding Evilázio Nascimento. Conversely, it was reported that Renato Marinho Bezerra Júnior was dismissed from the presidency of the Institute of Weights and Measures (Ipem-AM). However, it remains unclear for now who will be the new president of the institute following Júnior's departure. The government's failure to announce a new name by 6 July indicates that this critical standardization institution is facing a temporary administrative vacancy.

These last-minute administrative regulations were recorded as the second major management move carried out by the Governor of Amazonas, Roberto Cidade. Previously, in May, Governor Cidade changed the heads of 11 different ministries and institutions within the state government, which caused a significant reaction in local politics. Making statements at that time, the governor emphasized that such comprehensive personnel changes aimed to reorganize the state administration more effectively. Now, the ongoing restructuring process with this new decree is part of Governor Cidade's policy of continuously revising his government staff within a specific framework of performance and strategy. Experts note that such comprehensive administrative revisions at the local level could have a direct impact on the quality of public services in the region.
