Warning to Associations Regarding UETS: Activate Your Accounts, Do Not Suffer Losses

Developed under the cooperation protocol between the Directorate General of Civil Society Relations and the Post and Telegraph Organization (PTT), the National Electronic Notification System (UETS) officially started providing services as of April 13, 2025. This system is an important digital transformation step implemented to strengthen communication between both public institutions and civil society organizations and to accelerate bureaucratic processes. Thanks to UETS, notifications made on paper are now transferred to the electronic environment, making them faster, more secure, and more cost-effective. With the entry of the system into effect after this date, legal processes and official notifications that associations with legal personality may encounter will now be managed through this platform. This process, managed from a single center, aims to increase the operational efficiency of institutions by minimizing the risk of document loss.

Pursuant to the provisions of the Electronic Notification Regulation, the use of UETS by all associations with legal personality status has ceased to be an option and has become a legal obligation. The current legal framework requires administrative structures to adapt to the digitalization process by mandating that associations conduct their official communication and notification processes through this system. This obligation is of great importance for associations to protect their legal rights and fulfill their obligations. To prevent associations from suffering any loss of rights or grievances that may arise due to missing an official notification in accordance with the laws in force, integration into the system must be completed as soon as possible. In the latest warnings made by the authorities regarding the issue, it was stated that associations should immediately activate their UETS accounts and regularly check the electronic notifications sent to them. In particular, since the system is new, association administrators are asked to be careful against possible disruptions during the adaptation process to this process and to minimize possible negative situations. Failure to activate accounts or negligence regarding the use of the system may lead to disruptions in official processes of associations or cause them to miss critical notifications such as court notifications. Therefore, it is imperative for civil society organizations to turn this obligation into an opportunity and establish the necessary infrastructure so as not to fall behind in the era of digitalization. In the statements made, it was emphasized that the responsibility for close follow-up of the process and active use of accounts lies entirely with the association managements.

To eliminate possible technical hesitations that associations may experience and to facilitate the process, the 'UETS Account Activation Guide for Associations' has been prepared by the Directorate General of Civil Society Relations. This guide contains step-by-step detailed information on how to create a UETS account from scratch, how to obtain activation codes, and how to follow notifications by logging into the system. This document, which serves as a practical guide for administrators and association employees, is designed in a way that allows even people without technical knowledge to easily use the system. The main purpose of the guide is to remove bureaucratic obstacles that associations may encounter during the application process and to accelerate the adoption of the system. Additionally, it was emphasized that the guide includes solution suggestions for possible problems that may be experienced after activation.

Association administrators are expected to review these resources and complete the necessary account creation procedures for their institutions without delay and start actively using the system. In this way, the transition process to the electronic notification system implemented on a national scale will be completed smoothly.
