A critical development has occurred regarding the economic regulation awaited by millions of retirees, and a new legislative proposal was submitted to the Presidency of the Turkish Grand National Assembly (TBMM). This proposal envisages raising the lowest monthly pension from the current 20 thousand TL level to 23 thousand 552 TL, planning a significant increase in pensions. For the proposal to become law, it must be discussed in detail in the TBMM committees in the coming days and then be adopted by being included in the General Assembly agenda.

In accordance with the planning made, the pension increase will be valid starting from the July payment period of 2026, and payments will begin at this new amount. The 2026 first-half inflation data to be announced by the Turkish Statistical Institute (TÜİK) will be taken as a basis in determining the increase rate, so that an update will be made according to economic developments. The increase envisaged for the lowest pension provides a net improvement of 3 thousand 552 liras compared to the current situation, aiming to support the purchasing power of retirees.

The legislative proposal submitted to the TBMM, consisting of 30 articles, is not limited only to retired pensions but includes regulations ranging from bureaucratic appointments to economic incentives. According to the proposal, the seniority requirement for director-level managers and their equivalent administrators with civil servant status will be increased from 5 to 10 years, thus ensuring that more experienced cadres are sought in administrative appointments. This article indicates that the criteria will change in public sector employment and management appointment processes.

The scope of the proposal also includes economic and social supports; supports provided to the cinema sector by the Ministry of Culture and Tourism will be strengthened with a new and more effective financing model to support the development of the sector. Additionally, extending the employment incentives carried out by the Ministry of Industry and Technology until the end of 2028 is of great importance for sustaining the vitality in the labor market. Continuing the insurance premium support for tourism enterprises and sustaining the central budget support for general lighting expenses until 2030 are among other important articles.

Finally, the proposal also includes regulations regarding the employment conditions of PTT personnel, and the changes are expected to come into force after being published in the Official Gazette. If the proposal becomes law, the July pensions of millions of retirees will be paid at the newly determined 23 thousand 552 TL amount. This development is considered a concrete step towards improving the living standards of retirees, while the outcome of the proposal from the parliamentary process is awaited with curiosity.
