Critical legislative proposal including pension increase and driving course requirements presented at the TBMM

The legislative proposal submitted to the Presidency of the TBMM with the signatures of AK Party deputies includes provisions regarding increasing the minimum pension as well as the appointment conditions for public administration. The proposal proposes amending the Civil Servants Law to increase the required service period from 5 to 10 years for appointment to specific positions within the scope of the President's decree. This change implies a long process on career steps for personnel who are not senior public administrators but whose appointments are subject to the President's decision. According to the proposal, while this regulation redefines the transition process to public cadres, it hardens the conditions for qualified personnel employment in the bureaucratic structure.

Another significant leg of the proposal aims to strengthen the support mechanisms of the Ministry of Culture and Tourism for the cinema sector. With the amendments made to the Ministry of Culture Revolving Fund Law, cinema supports will not be limited only to appropriations allocated from the general budget, but will be brought into a continuous and sustainable resource structure. Accordingly, supports deemed appropriate within the scope of supporting cinema films are included in the usage area of the ministry's revolving fund to ensure financial stability. Additionally, service fees to be collected from applications to the ministry for the protection of cultural and natural assets and a 2% share to be deducted from media providers will be recorded as revenue directly to the revolving fund. This regulation will create a significant resource in financing services carried out for the purpose of protecting cultural heritage.

The proposal also brings important changes parallel to the Constitutional Court's annulment decision regarding the provisions on driver's licenses, bringing the "probationary driver" practice back to the agenda. Those who will receive a driver's license for the first time and those who regain their rights after their license is cancelled will be accepted as probationary drivers for 2 years from the date the license is obtained. In this process, if the probationary driver exceeds certain penalty points, uses a vehicle while intoxicated, or violates traffic rules, the probationary driver's license will be cancelled. In case of cancellation, individuals will be required to attend driving courses, pass psycho-technical and psychiatric examinations, and have paid all fines in order to obtain a driver's license again. This article keeps education and sanctions together to increase traffic safety.

Regulations made in the civil aviation sector to ensure compliance with international agreements highlight airspace security and rescue operations. According to the proposal, the Ministry of Transport will coordinate the delivery of necessary services to aircraft that are accidents or in danger, and law enforcement forces are obliged to support these operations. Furthermore, if civil aircraft flying in Turkish airspace violate air traffic rules or violate the airspace, it becomes mandatory for them to obey the instructions given within the scope of preventive activities and to land. This provision will be implemented in cooperation with relevant ministries such as National Defense, Interior, and Foreign Affairs when necessary.

In general, this multi-article legislative proposal stands out as a package aiming to update and strengthen the legal infrastructure in different sectors. While the promise of increasing pension salaries aims to provide economic relief, the extension of the time limit in bureaucratic appointments signals a change in the public personnel regime. Financial incentives provided to the cinema sector support cultural policies, while the strict conditions on driver's licenses and security measures taken in aviation directly affect the daily lives and safety of citizens. If the proposal becomes law, it is expected that all these changes will be implemented with the regulations of the relevant ministries.
