Esteban Moctezuma's Appointment as EU Ambassador Presented to the Mexican Senate

The Mexican Ministry of Foreign Affairs (SRE) sent the presidential decree to the Senate for the appointment of Esteban Moctezuma Barragán as Mexico's new ambassador to the Kingdom of Belgium and the European Union (EU). The appointment decree clarified the scope of Moctezuma's diplomatic mission, stating that he will also be concurrently accredited to the Grand Duchy of Luxembourg. The official correspondence containing this decision, signed by President Claudia Sheinbaum, was forwarded to be presented to the Senate by Interior Minister Rosa Icela Rodríguez. The document received by the Presidency of the Senate's Permanent Commission was taken under review to be approved by the commission in accordance with Article 78 of the Constitution. This development signifies a restructuring of Mexico's highest-level diplomatic representation in the European continent.

According to the official statement issued by the Ministry of Foreign Affairs, Moctezuma's first and most urgent task will be to coordinate the ratification process of the Modernized Global Agreement (AGM). The ratification processes of this comprehensive trade agreement are planned to be carried out in collaboration with all Mexican representations in EU member countries. The ministry also emphasized that President Sheinbaum instructed the new ambassador to develop a special strategy aimed at increasing trade volume with EU countries. It was stated that the main objective of this strategy is to diversify bilateral trade, attract new foreign direct investments, and deepen economic cooperation. Experts consider this appointment a critical step in Mexico's efforts to diversify its trade partners outside of North America.

While the processes within the Senate are expected to progress rapidly, it was announced that the first working group of the Permanent Commission will convene on Wednesday, 1 July. During this session, a preliminary meeting will be held with the participation of Esteban Moctezuma, and the ambassador will present his detailed work plan to the parliament. Immediately following the presentation and question-and-answer session, the relevant commission will proceed to prepare the necessary report and decree regarding the approval of the appointment. The prepared decree is planned to be submitted to the voting process at the general assembly of the Permanent Commission on the same day. At the end of the process, if the appointment is approved, Esteban Moctezuma will take the legal oath and officially begin his new and critical diplomatic duties.

Esteban Moctezuma Barragán is one of Mexico's experienced diplomats and statesmen with a deep-rooted history. He gained a strong academic background by earning a bachelor's degree in Economics from the National Autonomous University of Mexico (UNAM) and a master's degree in Development from the University of Cambridge in England. During his political career, he served in his country's most critical ministries as Secretary of the Interior between 1994-1995 and as Secretary of Social Development during the 1998-1999 period. Additionally, he served as a senator during the LVII Legislative Period from 1997 to 2000, and as Secretary of Public Education in the government of President Andres Manuel Lopez Obrador between 2018-2021. This rich and multidimensional public administration experience makes him an extremely strong figure to represent Mexico in the international arena.

Moctezuma's most notable recent international service was his tenure as Mexico's Ambassador to the United States of America from March 2021 to May 2026. Assuming this high-level diplomatic role in the US, Mexico's largest and most complex commercial and geopolitical partner, proved his crisis management and international negotiation skills. During his embassy mission in Washington, he gained experience in negotiating highly sensitive issues between the countries, such as migration, trade, and security. Now transferring this critical accumulation to the European stage, Moctezuma will play a central role, especially in the ratification and implementation processes of the Modernized Global Agreement between Mexico and the EU. The mission of attracting investments and increasing trade directly given to him by President Sheinbaum will once again test his diplomatic and economic vision on the European continent.
