Salary Increases for Civil Servants and Retirees Officially Announced: Here Are the New Rates

After the Türkiye İstatistik Kurumu (TÜİK) announced the june inflation data, millions of civil servants and retirees were waiting for these figures. Immediately following the finalization of the data in question, an important circular signed by Hazine ve Maliye Bakanı Mehmet Şimşek was published in the official gazette and entered into force. With this circular, the financial and social rights to be valid in the second half of 2026 were clarified. Thus, the salary increase rates to be received by public employees and retirees were finalized. The new period comprehensively affects many different items, from civil servant salary coefficients to the paid military service fee.

Within the scope of the published circular, new salary coefficients were determined in detail for personnel subject to the 657 sayılı Devlet Memurları Kanunu. Accordingly, the monthly coefficient to be applied between 1 Temmuz and 31 Aralık 2026 was announced as 1,575512. In addition, the base salary coefficient was fixed at 25,794915 and the side payment coefficient at 0,499649. These coefficients will be used as a basis not only in basic salary calculations but also in the calculation of numerous financial rights, social payments, and various compensations. These updates in the coefficients have a structure that will directly affect the total earnings of public personnel, including fringe benefits.

The total salary increase rate to be received by civil servants and civil servant retirees in the second half of 2026 was also determined as a result of calculations. By evaluating the collective agreement increase and the six-month inflation difference together, the increase rate to be received by the said group was officially finalized as 13,52 percent. This rate represents an important step that will ease the budgets of millions of people working in the public sector. The same increase rate will be applied exactly to the salaries of retirees who are all civil servants. Thus, civil servants and civil servant retirees will see an increase in their salaries in the second half of the year in line with this finalized rate.

On the other hand, the increase rates to be received by retirees within the scope of SSK and Bağ-Kur were also finalized based on inflation data. In line with the announced six-month inflation figures, the salary increase this group will be entitled to in july was announced as 17,76 percent. The salaries of SSK and Bağ-Kur retirees will be recalculated taking the said inflation rate into account and will be deposited into their relevant accounts. This situation is considered as a support for the economic conditions of low-income retirees in particular. This regulation in retirement pensions will have a direct impact on the living standards of millions of citizens.

With the entry into force of the new coefficients and increase rates, salary difference payments also came to the agenda. Due to the system being updated according to the new figures, the salary and wage differences for the period covering 1 Temmuz and 14 Temmuz 2026 will be calculated precisely. The calculated differences will be paid additionally to all civil servants, civil servant retirees, and SSK and Bağ-Kur retirees who are entitled to them. This process includes a technical arrangement aimed at fully reflecting the new salaries and ensuring that public personnel and retirees are not victimized. As a result, with the publication of the circular, all economic expectations for the second half of the year have gained a clear framework.
