In Moldova'da, telecom operators are expected to detect and block suspicious calls, and prepaid SIM cards are to be activated only after user identity verification. The draft law containing these regulations was discussed by the parliament's economy, budget, and finance commission on 1 Temmuz. The rationale of the draft states that there has been an increase in phone fraud and other crimes committed using electronic communications. According to officials, fraudsters are victimizing citizens by spoofing numbers. The new regulation aims to prevent such crimes.

The draft makes it mandatory for operators to detect and block suspicious calls in real time. Additionally, user identity verification will be required in the sale of prepaid SIM cards. This is intended to prevent obtaining lines with fake identities. Commission members emphasized that the regulation will bring stricter oversight to the telecom sector. However, some experts expressed concerns that the implementation could impose additional costs on operators and raise issues regarding the protection of personal data.

Phone fraud cases in Moldova have increased significantly in recent years. Fraudsters often impersonate bank employees or officials of state institutions to demand money or personal information from citizens. By using number spoofing methods, the fraudsters manage to gain the trust of their victims. Officials stated that in addition to technological measures, raising public awareness is also important to prevent such crimes.

The draft law also includes requiring operators to protect customer data more strictly and take measures against unauthorized access. In this context, identity verification is also made mandatory for SIM card replacement transactions. The draft is expected to be discussed in the general assembly in the coming days. If approved, a certain period will be granted for operators to comply with the new regulations.

With this step, the Moldova government aims to increase digital security and protect citizens from cybercrimes. Similar regulations are also implemented in Avrupa Birliği countries. Experts emphasize that for the law to be effective, law enforcement agencies must work in coordination alongside the operators. Additionally, the establishment of a system where citizens can report suspicious calls is among the recommendations.
