Coastal Shelters Delayed in Odessa: The Municipality Saved 34 Million

Comprehensive steps are also being taken to enhance security in the city's inland areas and public transportation routes, outside the coastline. In Mart, the Odessa local administration allocated a budget of 100 million Grivna to purchase 20 concrete shelters to be placed at critical points in the transportation network. Eight of these concrete structures are planned to be positioned at public transport terminuses where people gather densely. The contractor firm is currently in the process of determining the most suitable and strategic locations in different parts of the city for these shelters. According to the targeted plan, all installation and assembly operations for the inner-city protection system are expected to be flawlessly completed by the end of the summer season.
On the other hand, different institutions are also establishing their own protection systems within their organizations to diversify the civilian security infrastructure. The Odessa Zoo and the Municipal Security Department signed two separate agreements to ensure the safety of visitors and employees. Within the scope of these agreements, the assembly of modular shelters to be installed in the areas belonging to the relevant institutions is expected to take approximately a few months. Authorities have also initiated the process of purchasing an additional 13 mobile shelters for heating and energy facilities to protect not only civilian areas but also critical city infrastructure. All these projects are considered part of a large-scale strategy aimed at systematically reducing the city's vulnerability to war conditions.
Despite the delays and bureaucratic challenges, the Odessa Municipality announced that it achieved an unexpected financial success. It was announced that a savings of exactly 34 million Grivna was achieved from the budget initially allocated for the purchase of the planned protection structures. First Deputy Mayor Filatov stated that the same need was met by spending only 66 million Grivna, thereby achieving a significant financial advantage. The Municipality promised that this additional saved resource would not be wasted and would be used to purchase a new group of additional shelters for different parts of the city.
