New Period for Public Employment for Expert Sergeants and Privates Officially Begins

With the final vote in the Turkish Grand National Assembly (TBMM) General Assembly, a critical law proposal was accepted allowing expert sergeants and privates serving in the Turkish Armed Forces to continue their professional lives in public institutions. This new regulation aims to offer them a second career opportunity by establishing the legal basis for personnel completing their military service to take part in state positions during their adaptation to civilian life. The change was implemented to facilitate the transition to public service for personnel who have completed a certain number of service years and have a clean record.

As the conditions brought by the law proposal become clear, the criteria sought to benefit from these rights have also been clearly defined. Accordingly, expert sergeants and privates who have served actively for at least 7 years, have received a positive performance evaluation during their service period, and have not reached the age of 41 as of the application date will be eligible to apply. If these personnel meet the general and special requirements required by relevant public institutions, appointment processes will begin, and they will be able to step into their new working lives.

The positions to which appointments will be made are specifically listed in the regulation, foreseeing that personnel will be evaluated in areas suitable for their military experience. Accordingly, employment will be provided in titles such as execution and protection officer, neighborhood and district watchman, forest protection officer, administrative surveillance personnel, protection and security personnel, municipal police officer, and firefighter. This situation will ensure that the discipline and security perception acquired by the personnel continues in civilian public services and will help institutions close the personnel gap in this field.

The main purpose of this legal regulation is to pave the way for individuals performing their professions within the Turkish Armed Forces to continue their careers within structures providing public services upon the end of their duty periods. In this way, it is planned to meet the public's need for qualified and experienced personnel and to effectively evaluate the professional accumulation of expert sergeants and privates in different fields. The application will add a new strength among public employees by creating a satisfaction-oriented personnel policy.

Following the completion of the legal process, eyes are now turned to how the procedures and principles of appointment processes will be determined. Application guides to be published by relevant institutions will clarify quota distributions and necessary application documents. Applications will be evaluated and realized within the framework of each institution's own needs planning, open staff status, and determined quotas, thus concrete steps will begin for the implementation of the new system.
