Finland Warns at NATO Summit: Europe Might Not Find Soldiers to Fight

Finnish Defense Minister Antti Häkkänen made a striking warning regarding Europe's security at the NATO summit held in Lahey. He stated that steps to increase Europe's defense spending and make billion-dollar defense agreements constitute only the easiest part of the problem. Häkkänen emphasized that defense cannot be achieved solely with money and equipment, and that manpower to fight on the front lines is absolutely necessary. In this context, he stated that European countries must make an intensive effort to seriously increase their number of soldiers. The Minister expressed his concerns that, otherwise, the continent would fail to reach sufficient combat power in the event of a massive conflict.

Finland, which joined NATO in 2023 immediately after Russia's invasion of Ukraine, holds a strategic position on the alliance's eastern borders. The country shares a very long land border of over bin üç yüz kırk kilometers with Russia. This border alone constitutes more than half of NATO's total land border with Russia. Finland has a strong defense infrastructure based on a conscription system and has the capacity to rapidly mobilize around two hundred eighty thousand soldiers in the event of a war. Nevertheless, the Finnish Defense Minister explicitly stated that finding a sufficient number of willing and ready soldiers across Europe is a serious challenge. He drew attention to the magnitude of this threat by noting that Russia intends to increase its armed forces from one and a half million to two million. Since NATO does not have its own independent army, member countries had decided to keep at least three hundred thousand high-readiness troops ready for collective defense. However, according to IISS data, the combined active military strength of European NATO members, including Türkiye, is around two million two hundred thousand. Although this figure appears quite large, according to Häkkänen, it is absolutely not sufficient considering the security conditions of our time.

Furthermore, public opinion polls in Finland show that approximately eighty percent of the population is ready to defend their country and allies by taking up arms. Häkkänen stated that the willingness of ordinary mothers and fathers to join the military for their country if necessary constitutes the strength of the Finnish people. On the other hand, he argued that achieving such a level of military readiness and volunteerism across Europe as a whole is an extremely difficult process. This situation reveals how demographic problems in the continent and societies' different perceptions of war directly affect military planning. It has become inevitable for European leaders to develop new and creative sociological strategies to solve this human resources crisis.

Minister Häkkänen also added that, in terms of Europe's security architecture, how Germany implements its planned mandatory military service reform will be decisive. He noted that the successful implementation of this reform could create a direct role model for other European countries to follow. Member states must act jointly to make the continent more resilient and prepared against a potential security crisis in the future. It is essential for European states to focus not only on budget and technology production but also on a sustainable manpower policy. Otherwise, current defense plans risk remaining on paper, and serious gaps may emerge in the continent's defense.
