New safety rules for gas stoves come into effect from Eylül'den

In Russia, from Eylül'den, gas stoves, gas heaters and boilers will no longer be considered private property but as a hazardous part of the building. The service life of each device will be limited to a certain period; if owners have documents, this period is usually 10‑12 years, if no documents, it will be considered 14‑15 years. Antique gas stoves over 20 years old will be mandatorily replaced; those with documents must either be replaced or pass a paid inspection when the period expires. Passing the inspection can cost up to 15.000 ruble and can grant a 1‑5 year extension.

Do-it-yourself repair of gas stoves, replacing burners or installing flexible pipes is now prohibited; all work must be carried out only by authorized gas distribution companies. Penalties for these prohibited practices have been significantly increased: up to 100.000 ruble for unauthorized replacement or pipe relocation, and a minimum of 10.000 ruble fine for ignoring a replacement order or for inspectors not being allowed to enter the premises. If a serious malfunction is detected or if inspectors are repeatedly denied access, the gas supply to the apartment will be cut off and, to restore it, the fines must be paid and the compass‑adjustment operations must be paid for.

Additionally, regional administrations will provide support covering up to 70 % of the replacement cost for elderly and disabled persons.
