Kosta Rika wants to reduce tensions with Panama and revitalize food exports

The diplomatic and commercial tension between Kosta Rika and Panama continues to negatively affect, in particular, the export of food and dairy products. The recent escalation in relations between the two neighboring countries has severely restricted Kosta Rikalı producers' access to the Panama market. The Kosta Rika government has decided to make official initiatives to resolve this issue and explore ways to re-establish constructive dialogue between the parties. The normalization of commercial relations is of strategic importance for the economies of both countries and is considered a critical step for the healthy progress of regional integration. For this reason, officials are actively using diplomatic channels to sit at the table and address mutual concerns.

Currently, Panama is applying various restrictions and bans on a fairly wide range of products originating from Kosta Rika. Under these measures, the dairy sector and dairy-based consumer goods are among the most affected. In addition, fruits such as pineapple, banana, plantain, and strawberry, which are Kosta Rika's world-famous and most exported agricultural products, are directly hit by these commercial barriers implemented by Panama. Products being held up or rejected at customs gates cause significant financial losses and logistical crises for companies exporting fresh food. The broad scope of the restrictions indicates that the problem is not limited to a specific product group but has reached dimensions that threaten the general trade flow.

The official justifications behind Panama's implementation of these restrictive measures generally revolve around phytosanitary concerns and compliance with food safety standards. Countries can conduct strict inspections on imports to protect their agricultural sectors and take measures to prevent the entry of diseases or harmful organisms. However, the Kosta Rika side claims that its products are produced in compliance with international standards and that such restrictions actually serve the purpose of commercial protectionism. Similar phytosanitary disputes have occurred between the two countries in the past, but a comprehensive ban on today's scale has not been seen for a long time. Despite the emphasis on technical details, the root of the problem lies in the lack of political will and good-faith negotiations.

Due to its geographical proximity, the Panama market has always maintained its characteristic as an easily accessible and important export destination for the Kosta Rika economy. Thousands of small and medium-sized producers, especially in the dairy and fruit sectors, have become dependent on this cross-border trade for a significant part of their income. The halt in exports directly threatens not only large companies but also the livelihoods of farmers in rural areas. As products cannot go to Panama, a supply surplus occurs in the domestic market, which leads to a drop in prices and the erosion of producers' profit margins. The disruption of the employment balance in the aforementioned sectors is seen as a potential risk factor that could undermine social and economic stability.

In the upcoming period, technical delegations from both countries are expected to come together to establish a joint inspection mechanism and remove bureaucratic obstacles. Kosta Rika's foreign trade officials, recalling the historical and cultural ties with Panama, demand that steps be taken to overcome the crisis in a short time. Regional organizations can also get involved in the issue by taking on a mediation role and encouraging the parties to reconcile. The return of commercial relations to their former healthy days will be a very valuable step in line with the economic integration goals of the Central America region. Otherwise, the deterioration of the long-term commercial partnership between the two countries could pave the way for third-country competitors to take over this market.
