It has become a subject of controversy that a significant portion of the MPs who served in the previous parliamentary term in Macaristan did not return their diplomatic passports despite the end of their terms. According to a report prepared by hvg.hu, approximately two-thirds of the former MPs possessed this special green-colored passport. However, despite being obliged to return these passports to the authorities after the end of their terms, 30 former MPs failed to fulfill this obligation. This situation has raised serious questions regarding the transparency and tracking of passport distribution processes in the country.
Diplomatic passports are special documents normally issued to individuals with official duties, such as actual diplomats and members of parliament, providing privileges during international travel. However, in the current system in Macaristan, influenced by circles known as NER, these documents were not limited solely to political figures. According to the report, athletes, artists, and civil society representatives also benefited from these privileged passports through individual special decisions. Recently, Anita Orbán, the Minister of Foreign Affairs of the Tisza government, decided to cancel 943 diplomatic passports that were distributed without a justified reason.
It has been revealed that the passports in question were used by a large group of people regardless of political party affiliation. According to the data, 128 MPs in the former parliament possessed this special document, and this rate varied among the factions. While 83 percent of the MPs in the Mi Hazánk faction held this passport, 60 percent of the ruling Fidesz-KDNP MPs carried this document. In the factions of the former coalition and opposition parties, this rate was around two-thirds.
The list of 30 individuals holding unreturned passports also includes prominent figures in Hungarian politics. Following the publication of the list, former MPs began to make various explanations as to why they did not surrender their passports. For instance, Lajos Kósa stated that the passport would expire anyway and expressed that he would resolve the matter upon returning from his trip abroad. Ferenc Gyurcsány, on the other hand, stated that he never used his passport and that when he wanted to hand it in to the authorities following his resignation last year, it was not accepted, which is why he sent the document by mail.
This incident has led to the questioning of accountability mechanisms in Macaristan regarding the use of privileges entitled to state officials. The arbitrary distribution of diplomatic passports in the past and the subsequent failure to collect them properly reveal a bureaucratic negligence. The steps taken by the authorities to clarify the matter are seen as an important turning point regarding how the auditing of these privileged documents will be conducted in the future. The continuation of the public and the press bringing such sensitive issues to the agenda is considered a critical step for political transparency.
